Our client is establishing a new EASA-regulated airline operation and requires an experienced, hands-on postholder to lead the combined Safety Management and Compliance Monitoring function throughout the AOC certification programme.
Position
This is not a purely advisory appointment. The successful candidate must be capable of building compliant systems from the ground up, personally owning key manuals and implementation evidence, working directly with the relevant National Aviation Authority, and coordinating closely with Flight Operations, Crew Training, Continuing Airworthiness and senior management.
The assignment will be primarily remote. However, the successful candidate must be available to travel to the client’s project location within and outside the European Union for scheduled meetings with the client and relevant aviation authority, as well as for interviews, demonstrations, inspections and other critical project activities when required. The successful candidate must also be able to satisfy any residency or local-presence requirements imposed by the competent authority, which may include establishing part-time residence within its jurisdiction
The appointment and continued engagement will be subject to the approval, acceptance or non-objection of the relevant aviation authority.
Key responsibilities
- Lead the Safety Management and Compliance Monitoring workstreams for the initial EASA AOC project.
- Develop and maintain the regulatory compliance matrix, certification action plan and functional readiness tracker.
- Design and implement an integrated management system appropriate to the proposed operation.
- Draft, review and control the Management System, Safety Management System, Compliance Monitoring, Operational and Maintenance Control documentation.
- Establish safety policy, accountabilities, governance forums and management-review arrangements.
- Develop practical processes for hazard identification, safety-risk assessment, occurrence reporting and management of change.
- Build the Compliance Monitoring Programme, risk-based audit schedule and findings-management process.
- Establish document-control, record-retention, contractor-oversight and internal reporting arrangements.
- Support development of the Emergency Response Plan and coordinate readiness exercises.
- Prepare for and attend meetings, interviews, demonstrations and inspections with the relevant aviation authority.
- Coordinate responses to regulatory comments and findings, including root-cause analysis, corrective action plans and closure evidence.
- Conduct internal readiness reviews and mock audits before authority demonstrations.
- Monitor cross-functional compliance interfaces involving Flight Operations, Crew Training, Ground Operations, CAMO, maintenance and contracted providers.
- Escalate resource, safety or compliance concerns directly and professionally to senior management.
- Support entry into service, post-certification surveillance and a controlled operational handover where required.
Requirements
- Previous experience as an EASA AOC Safety Manager, Compliance Monitoring Manager, Nominated Person/Postholder, or in an equivalent accountable management function.
- Demonstrable hands-on involvement in at least one initial AOC certification, airline start-up, major AOC variation or operator restart.
- Strong working knowledge of EASA Air OPS, particularly management-system requirements under Part-ORO, together with applicable ICAO safety-management principles.
- Proven experience personally developing, owning or substantially revising SMS, Management System and Compliance Monitoring manuals and procedures.
- Direct experience dealing with an EASA National Aviation Authority during application, document evaluation, demonstration, inspection and findings closure.
- Ability to demonstrate successful closure of authority or internal audit findings using effective root-cause analysis and corrective action evidence.
- Strong understanding of operational interfaces across Flight Operations, Crew Training, Ground Operations and Continuing Airworthiness/CAMO.
- Excellent written and spoken English, including the ability to produce regulatory-quality documentation and defend systems before an authority.
- Strong leadership, influencing, project-management and cross-functional coordination skills.
- Sufficient availability to provide hands-on support throughout the certification programme.
- Applicants must have the unrestricted right to work and travel freely within and outside the European Union countries.
Preferred profile
- Experience building an airline management system from a blank page rather than only maintaining a mature system.
- Previous accountability for both Safety Management and Compliance Monitoring in a combined function.
- Experience with commercial air transport and regional/turboprop airline operations.
- Evidence of personally leading authority meetings, mock audits, demonstrations and findings closure.
- Practical experience overseeing outsourced providers and integrating supplier compliance into the operator’s management system.
- Ability to work at both strategic and detailed documentation levels.
- Availability and ability to travel to the client’s locations for client and regulatory meetings when required.

- Contract: Independent contractor through Brookfield Aviation
- Compensation:
- Base Project Budget: €58,500.
- General on-time bonus: €15,000.
- Special Safety & Compliance bonus: €9,000.
- Maximum project value: €82,500.
- Travel and expenses: accommodation and transportation provided; per diem of €70 per calendar day
