Purpose of Job

The purpose of this job is to act as an Airport Manager for the Airport Operations Division.

The Airport Operations Manager is an integral part of the airport management team. This individual develops and implements Contingency plans and measurements for compliance with AFRD and TSA standards, and all federal, state, and local regulations and airport policies and requirements to ensure a safe, secure, and efficient operating environment.  

This position assists in the development of the annual business plan, implements the operations objectives that support the plan, and assists in preparing the annual operating budget.

This position directs the day-to-day activities of the Landside Operations Construction Coordination/Logistics Team, including managing projects, reviewing construction plans in SagesGOV, meeting with Planning and Construction Manager, supervising staff, assigning appropriate resources, developing work schedules, and ensuring compliance with all applicable   

Additionally, this person will provide support to the Operations Director and Assistant General Manager - Regulatory Compliance. Duties include but are not limited to, reviewing, and monitoring construction plans and attending construction meetings, working with Project Managers and Construction Managers, and monitoring construction to ensure safe and efficient construction activities - minimizing the negative impact to the traveling public. Ensuring a well-trained team by developing and implementing necessary training programs, implementing plans related to crowd control, contingency planning, severe weather preparation, execution of the annual budget. He or she also has a role in preparing the Airport for emergencies and irregular operations – to include participating in planning and supporting airport exercises, service recovery, and in minimizing the impact on airport operations during emergencies. 



Responsibilities

Essential Duties and Responsibilities

The following duties are normal for this job but are not all-inclusive. Other duties may be assigned.

The Airport Manager position ensures compliance with applicable Federal, State, and Local regulations, the Airport Security Plan (ASP), advisory circulars, and letters of agreements.

Supervises, and evaluates assigned staff, handles employee concerns, is involved with work assignments, counsels, and disciplines employees when necessary, and completes employee performance evaluations.

Manages the work activities of the Landside Operations – Construction /Logistics group by ensuring necessary programs are performed as directed in approved plans and standard operating procedures.

Responsible for ensuring that department training programs, formal plans, and procedures to include those within the Airport Certification Manual (ACM), emergency plans, and standard operating procedures are developed and maintained.

Oversees the performance of required inspections, landside construction monitoring, and escorting.  Performs duties related to contingency planning and execution.

Coordinates the development and scheduling of landside construction projects and ensures that work is conducted in accordance with approved guidelines and all applicable standards.

Oversee staff; participate in the selection of personnel; evaluate supervisory personnel, review evaluations of staff, provide technical guidance and direction, identify training needs, and identify and implement changes in policies, procedures, and personnel.

Comply with local, state, and federal codes and standards by directing and monitoring the work of staff, vendors, and contractors.

Work Delegation

Supervises and provides direction to Airport Operations Representatives III (Landside) and/or Airport Operations Representatives II (Landside).

Delegates job assignments to Airport Operations Representatives III (Landside) and/or Airport Operations Representatives II (Landside) on a case-by-case basis.

Evaluates emergency or unusual conditions occurring on shift and recalls additional personnel if necessary.

Planning and Organizing

Plans, coordinates, and delegates daily routine duties for the Construction/Logistics group.

Prepares and maintains appropriate records as needed.

Assists upper-level management with developing budgets, business plans, standard operating procedures, and compiling various forms of data.

Ensure that all employees are properly trained and have the supplies needed to perform their job. Determines training needs for individuals assigned to shift of responsibility.

Acts as the Landside Operations liaison/committee member for all Planning of Airport Special Events, Emergency Tabletop, and Full-Scale Exercises throughout the fiscal year.

Communication

Collaborate and communicate routinely with TSA staff, airlines, contractors, and Department of Aviation staff to include but not limited to Maintenance, ARFF, Planning and Development, Police, Security, and senior staff.

Participate in meetings with Department of Aviation personnel and airport stakeholders and make presentations when necessary.

Communicates effectively and exchanges information in a professional and positive manner with customers, tenants, airport employees and other staff members. Ensures that correspondence with external and internal agencies is completed in a timely manner.

Review construction plans in SAGES and provide clear and concise feedback for construction projects to mitigate any negative impact to passengers. 

Review technical papers, plans and other reference materials and coordinate with affected stakeholders for successful and safe implementation or completion of construction programs.

Administrative Duties

Oversee preparation, ensure accuracy of, and approve employee timecards.

Ensures the Winter Weather Operations Plan, and all other federally mandated plans and Department Contingency Plans, and SOPs remain current and accurate at all times.

Keeps abreast of all relevant TSA, state, local, DOA, safety, and compliance requirements.

Assist in preparing the business plan and, developing budget justifications and cost estimates, and monitor actual performance on initiatives. Assists in equipment and service procurement, cost and payment tracking, contract development, and department financial performance.

Evaluates direct reports and conducts performance evaluations.

Oversees procurement needs of the department ensuring adequate resources are available throughout the fiscal year.  Procures Specialty items for the department in Oracle utilizing the City of Atlanta Procurement System under guidelines established by the Chief Procurement Officer.

 

 

Knowledge of Job

Has considerable operational knowledge of TSA operations, queue management, airport contingency plans i.e., Plane Train, SkyTrain, Crowd Control, Marta, and Facility & Utility Outages. Poses a thorough knowledge of all federal, state, and local regulations. Ability to develop educational, safety, and related training programs. Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations. Has the ability to communicate effectively verbally and in writing with supervisors and other staff members. Has the ability to use independent judgment in routine and non-routine situations. Can utilize and understand computer applications and techniques as necessary in the completion of daily assignments. Has the ability to plan, organize and prioritize daily assignments and work activities. Can comprehend and apply regulations and procedures of the department. Can work under a minimum degree of stress related to duties that require constant attention to details and tight deadlines. Can read, understand, and interpret educational and instructional reports and related materials.



Qualifications

Minimum Training and Experience Required to Perform Essential Job Functions

Bachelor’s Degree from an accredited University or College in Aviation Management, Airport Management, or a closely related field. Other degree programs will be considered if the minimum experience requirement is met. A Minimum of five years of progressively responsible airport operations experience required; Minimum of three years of airport operations supervisory experience required. Minimum of five years of budgeting and procurement experience required.  Must possess a valid Georgia driver’s license prior to employment. Must be able to pass security and background checks for SIDA and CBP clearances. Experience working with SagesGov, PMWeb, Citiri, and Oracle procurement process and applications.

 

Preferred Training and Experience Required to Perform Essential Job Functions

AAAE CM, AAE, ACE, designation, or Advanced degree preferred.
