Government Services is part of Aviation Services, a $1.4B segment of AAR. Government Services provides aftermarket supply chain management services to the US and foreign governments.
The VP of Finance is a key role in Aviation Services. This individual will partner with the business leader to help drive profitable growth, return on investment and cash management controls. This position reports to the Aviation Services CFO as well as the SVP, Government Services.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
•Strategically partners with the VP/GM to define the financial direction of the business, set goals to achieve the annual financial Plan and measure performance against the Plan.
•Works with Government Services leadership team to develop a clear path to achieve financial targets including Revenue, Operating Income, Free Cash Flow and Invested Capital.
•Provides management with financial analysis and reporting to ensure costs are controlled and profits are maximized.
•Participates in the preparation and review of cost proposals and contract modifications.
•Provides leadership guidance to expand ROI through efficient deployment of capital investments, working capital and resources.
•Partners with Aviation Supply Chain Controller to ensure the accuracy of all finance statements and strong project controls.
•Ensures compliance with internal policies and procedures as well as DAR, FAR, SOX and other government regulations.
•Supports various audits performed by internal audit, KPMG, DCAA and other governmental audit agencies.
•Maintains current knowledge of relevant laws, regulations, policies, and procedures.
•Participates in special projects as required.
•Promotes the mission, vision, and values of AAR.
•Focuses on the development of the Government Services finance organization.

•Strong analytical skills, ability to think strategically and influence business decisions using appropriate fact-based financial information
•Technical competency with US GAAP, DAR, FAR, SOX and other government regulations.
•Ability to partner with the business leaders to identify innovative and creative solutions to complex transactions
•Ability to identify and implement new ideas to improve processes
•Excellent interpersonal, oral and written communication skills, including the ability to communicate financial information to non-finance people
•Ability to manage and develop professional support staff to maximum utility.
•Excellent time management, organization and prioritization skills
•Bachelor’s degree in Accounting and/or Finance required; CPA preferred
•Master’s degree (MA or MBA) or equivalent
•Knowledge of accounting that includes spreadsheets and relational databases programs for data processing techniques.
•Working knowledge of United States Government Accounting practices.
•Knowledge of Microsoft Office applications.
•Working knowledge of Deltek Costpoint preferred.
•In-depth knowledge of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), Cost Accounting Standards (CAS), and related federal and state legislation and regulations
•In-depth knowledge of Cost-type subcontracts management background with knowledge of Federal Acquisition Regulations (FAR), Small Business reporting, and experience with CPSR audit
