JOB DUTIES

Provide leadership, proposal development expertise and proposal process training and coaching to teams in pursuit of major proposals. Responsible for managing and/or supporting teams in all phases of the company’s bid and proposal process in response to government and commercial requests for proposals, and requests from internal FlightSafety Learning Centers.

Participate in Business Development life cycle – includes initial requirement shaping, device definition, cost estimation, market analysis, calculation of project Net Present Value (NPV), business case production, capture, and final award.

Participate in pre-RFP capture efforts, including collecting and organizing capture plan documentation, facilitating and leading capture strategy sessions.

Assist Director in defining proposal themes and strategies; generate writing assignments; and support post-proposal activities including significant input to After Action Reviews.

Communicate a demonstrated technical understanding of the product.

Must be capable of professional interaction across all levels of personnel, including executive leadership, former military personnel, commercial customers, FlightSafety Learning Center personnel, technical subject matter experts, and supporting staff.

Collect, analyze and manage metrics on previous product build costs, sustainment costs, and build schedules.

Oversee and/or develop proposal schedules, compliance matrices, contacts lists and other proposal tools.

Provide leadership and guidance to proposal team members.

Create, update and manage capture management tools and processes to make proposal development more efficient.

Perform other incidental and related duties as required or assigned by Director.

Familiarity with the government and commercial RFP development process, Federal Acquisition Regulation (FAR) requirements, European Aviation Safety Agency (EASA) requirements, and how proposals are evaluated.

Ability to analyze and compare estimated costs against actual cost for a given period in order to produce supportable, competitive prices in response to requests from outside and interndivisional customers.

Performs price and cost analyses on the various elements of subcontractor proposals, reviewing in detail the significant direct and indirect cost elements to aid in source selection for major proposal responses.

Adhere to company processes and government regulations.

Perform other incidental and related duties as required or assigned by Director.

EDUCATION, EXPERIENCE and REQUIREMENTS

Bachelors degree with a minimum of 2 year’s experience in government or commercial proposal writing or equivalent combination of education and experience. A degree in a relevant field (Communications, English, Business Management, Technical Writing, etc.) preferred. Foundation Certification from the Association of Proposal Management Professionals (APMP) preferred.

PROFESSIONAL REQUIREMENTS

Exhibit and practice professional and courteous behavior while interacting with both internal and external customers.

Interact within a cooperative environment through beneficial behavior, commitment to common goals, contribution to problem solving, communication of ideas and suggestions, and encouragement to other employees and departments.
