Head of Secretariat for Independent Commission on Civil Aviation Noise Department for Transport (ICCAN)
This is a fantastic opportunity to work in a new Advisory Non-Departmental Public
Body focused on a high-profile subject area. Responsible for a leading a Secretariat to a Board of Commissioners, providing independent guidance and advising the Secretary of State for Transport in key decisions related to aviation noise.
•Provide leadership to ensure the effective delivery of agreed objectives and
continuous improvement. Bring together a new and high-performing multi-disciplinary team, with a mix of analytical, communications and project management skills.
Create a high-performing culture that promotes professional development and shares team skills.
•Draw together and define an overarching programme of activities. Oversee the large
and complex programme of analytical work, ensuring it is of the highest quality and forms a sound basis for recommendations, best practice and advice.
•Aviation noise is often a local issue and as a result, Government policy is for
aviation noise to be managed at a local level where appropriate. Build productive
relationships with Local Authorities, Community Groups, relevant government
departments and the Devolved Administrations.
•Ensure that ICCAN conforms to its Framework Agreement with DfT and fulfils its purpose as described therein.
•Build positive and productive relationships with key stakeholders and develop and maintain a positive reputation of ICCAN. Develop and deliver a full communications plan.
•Build the Commission’s profile through frequent high level representation in the media (e.g. newspapers, broadcast media) and at events. Oversee the planning and delivery of the communications priorities relating to key research and outcomes.
•Sign and approve the Commission’s Annual Report and be personally accountable for the expenditure of public money.
