Cobham Special Missions has an exciting opportunity for Head of Flight Operations (Rotary). The Head of Flight Operations (HFO (Rotary) reports directly to the VP Flight Operations and is responsible for the delivery of safe, legal and efficient flight operations across the span of responsibility.
Specifically, the HFO (Rotary) is the Nominated Postholder for Flight Operations on the Dutch Caribbean Coastguard operation (a Dutch MAA Military AOC (MAA-MLD-MAOC OPS -3-01)). Additionally, the HFO (Rotary) provides operational support, guidance and third-party safety assurance of flight operations at the Cobham Academy through the established Postholder structure and the Company's Safety Management System.
The HFO (Rotary) is the senior helicopter operator within Cobham Aviation Services and is expected to develop and hold key relationships with the relevant regulatory authorities. Through the established Postholder structure, the HFO (Rotary) is responsible for the operational standards and practices and is required to ensure that the supporting documentation set (Operations Manuals, Standard Operating Procedures, Training Manuals etc.) are fit for purpose.
They are also responsible for providing Flight Operations SME input to broader business activities and assist in the development of future opportunities.

As the Head of Flight Operations (Rotary) your skills and qualifications will ideally include:

Educational/Vocational Qualifications
  • To hold or to have held an Air Transport Pilot's Licence
  • Suitably qualified, experienced and knowledgeable to be acceptable to the CAA as the Nominated Postholder for Flight Operations on the AOC
  • Maintain command status on the major type of aircraft engaged in the core role - desirable
  • Knowledge
  • Flight Operations management practices and principles
  • Commercial awareness of cost-effective flying operations
  • Legislative requirements to develop and maintain an AOC
  • A working knowledge of CAA, MAA and EASA legislation
  • Sound knowledge of the principles and practical experience of the execution of an aviation Safety Management System
  • General business management principles including budget setting/control and the LCM process
  • Reasonable level of competence with the suite of Microsoft Office tools
Experience
  • Management of flight operations in the military and civil environment
  • Significant flying experience and appropriate qualification as a pilot in both military and civil aviation.
  • A strong background in military aviation or government aviation - desirable
  • Suitably qualified and experienced in Special Mission operations
  • Delivery of contracted flying operations


As the Head of Flight Operations (Rotary) your responsibilities will include:



Safety and Compliance

  • Be accountable for and provide oversight and governance of all flight safety activity within the AOC to ensure that it is effective in managing operational risk.
  • Be accountable for and provide oversight and governance of AOC related compliance activity.
  • Ensure that all safety and compliance activity is aligned and integrated effectively with the CAvS Safety Management System and effectively supported by the Safety, Security and Compliance Department.
  • Maintain a strong, trusting and effective working relationship with postholders on the AOC - Ground Operations, Training and CAMO.
  • Maintenance of the AOC by ensuring regulatory compliance and through fostering open and trusted relationships with key Aviation Authority staff.
  • Facilitate, review and implement Flight Operations' policies to safely and effectively manage flying operations.
  • Maintenance of records in accordance with regulation and Company operations manuals.
  • Ensure compliance with SHE technical standards within area of responsibility.
Operational Excellence
  • Ensure that operational performance meets or exceeds customer requirements.
  • Be responsible for the organisation, administration and control of the Flight Operations department and for defining and maintaining the highest professional standards and operational efficiency of Company aircraft and aircrew.
  • Manage the production, amendment and review process for Flight Operations Manuals and documentation in support of Flight Operations.
  • Manage the financial performance within span of control within the agreed overhead budgets.
  • Support commercial and bid activity with existing customers and develop new opportunities.
  • Manage all aspects of Protected Material, security sensitive data and equipment under the charge of Flight Operations.
People
  • Ensure that all training is conducted in accordance with regulatory requirements and meets Company standards.
  • Drive a high performance culture within the department, fostering a culture of continuous improvement and internal and external customer service.
  • Manage the welfare, development and potential of personnel within Flight Operations through regular reviews and the PDR process.
  • Enable a strong succession plan through recruitment and training.
  • As a member of the Flight Operations senior leadership team, assist in the delivery of the in-year budget to meet the Five Year Financial Plan and contribute to the Long Range Strategic Plan.
