On behalf of our client, we are currently seeking a Head of Air Navigation Services (HANS) to work in Scotland.

As the Head of Air Navigation Services (HANS), you will be accountable for providing direction, oversight and leadership for Air Navigation Service Provision (ANS) across the Group to ensure that Air Navigation Services are provided in a safe, efficient, regulatory complaint and cost effective manner.

Main Responsibilities:

As the Head of Air Navigation Services (HANS), you will be accountable for the provision of Air Navigation Services (ANS) across the Airport Group.  This includes Air Traffic Control Services, Flight Information Services, Meteorology Services, Flight Planning, Air Traffic Engineering and Airspace Management. 

  • Accountable for the safe, efficient, regulatory compliant and cost effective delivery of Air Navigation Service across the Group estate under the existing ATS organisational structure and during the transition to the new Combined Surveillance Centre (CSC) and beyond under a new Air Navigations Services organisational structure.
  • Provide ANS subject matter expertise to the Group Board, Managing Director, Senior Management Team, Departments and Functional leads, ATMS Team, Airport Managers and ATS Unit Managers.
  • Representing the Group’s ANS related interests at industry meetings and events and engage with staff and key stakeholder to ensure that services are in line with operational requirements and customer expectations.
  • Provide management and oversight of ANS change management projects and third party contracts, services providers and suppliers.
  • Oversight and coordination of all aspects of Air Navigation Service provision across the Group estate.
  • Ensure that all ATS staff are trained, licensed, certified and competent to perform their duties in accordance with regulatory requirements and company policy.
  • Ensure that CAA technical licenses, approvals and exemptions for CNS systems, ATE equipment and associated services are in place in accordance with regulatory requirements.
  • Support the integration of individual ATMS projects into the ANS Business As Usual (BAU) operation during the transition to the new CSC.
  • Support in the development of the organisational structure for the new CSC and facilitate the transition of staff to the new centre, ensuring that appropriate training and licencing requirements are fulfilled.
  • Support the development of safety cases and policies and operational procedures for the new CSC.
  • Provide subject matter expertise to the ATMS Programme Board.
  • Line manage the ATS Head Office team and the Aerodrome Operations Manager/Function.
  • Manage ANS related third part contracts e.g. NATS ATE Maintenance contract.
  • Take ownership of the Corporate Unit Training Plan and the Corporate Competency Scheme and instigate appropriate training and development interventions.
  • Monitor the utilization of ‘discrete’ Instrument Approach Procedures (IAPs) at the four AFIS airports.
  • Ensure resource and succession-planning needs are addressed to sustain ANS operations across the company.
  • Manage the relationship between the Group and the ATS Initial Training Organisations (ITOs).
  • Manage the ANS Head Office annual capital and revenue budgets, monitor the 10 year Capital Plan to ensure that it reflects medium to long-term
  • Contribute to the Company Safety Management System (SMS) and act as the senior ANS auditor and/or incident investigator as necessary.
  • Develop Safety Cases as required for ANS Business as Usual operations.
  • Promote an open and transparent reporting culture and ensure that incidents are investigated in accordance with the requirements of the SMS and ensure that lessons learned are disseminated to all relevant staff.
  • Monitor implementation of the Scheme for Regulation and Control of ATCO Hours (SRATCOH) and ensure that breaches are recorded and reported to SARG.
  • Promote a close working relationships with key external stakeholders including the UK CAA, the MoD, DfT, Airline Operators, General Aviation Community, NATS, and key business and community stakeholders.
  • Monitor industry trends and needs and explore opportunities for business development.

In addition to the above mentioned responsibilities and coincidental with the provision of ANS from the new CSC the HANS will assume the additional responsibilities outlined below which include responsibility for the provision of ANS under the new ANS Org Structure and line management of ATS staff as they transition to the CSC. 

  • Overall management of the new CSC and associated ATC staff and support staff.
  • Continuous development of ANS strategy, policies and procedures.
  • Provision of Air Navigation Services in accordance with the terms and conditions of the Service Level Letters of Agreement (SLAs) in place with airports in receipt of a centralised service from the new CSC.
  • Line manage all ATC staff working at the new CSC and full-time AFISOs working at the AFIS airports.
  • Provide leadership and develop staff to ensure the delivery of consistently high levels of service.
  • Ensure that there is a People Plan to meet succession requirements in line with operational needs.
  • Define and assign safety accountabilities and responsibilities (SA&Rs) for all direct reports and ensure these are effectively discharged.
  • Manage the annual revenue and capital budgets and monitor the corporate 10-year capital plan to ensure that ANS requirements are captured.
  • Proactively engage with industry and key stakeholders to identify, understand and deliver on new and emerging business opportunities.
  • Liaise with Airport Managers and key stakeholders to ensure that service provision is in line with operational requirements and customer expectations.

Requirments:

  • Hold or have held a relevant senior management position for a period of not less than 3 years with a parable Air Navigation Service Provider or similar organisation within the ATM sector.
  • Experience of managing ANS provision at an ATC Centre or equivalent ATM facility including activities such as safety management, compliance, competency, recruitment and training and stakeholder engagement.
  • Hold or have held an Air Traffic Control Officers (ATCO) License issued by a European Union member state with at a minimum of Aerodrome Control (ADI) and Approach Radar (APS) ratings and validations for a period of not less than 5 years.Ideally, you should also have held an OJTI and Assessor endorsement.
  • Fully conversant with all relevant ICAO, EU and UK CAA legislation and regulation.
  • In-depth knowledge of Air Traffic Control, Aerodrome Flight Information Services, Meteorological Services, Airspace Management and Air Traffic Engineering with specific focus on emerging regulation and technologies.
  • Hold a degree or equivalent in Air Traffic Management or another relevant subject.
  • Experience of managing, delivering challenging, and complex projects to strict deadlines.
  • Knowledge and experience of Safety Management Systems and Safety Culture including change management, risk management and the investigative process.
  • An experienced people manager with excellent leadership skills.
  • Excellent communication skills with the ability to communicate complex technical concepts to non-technical audiences.
  • An understanding of the business environment within the aviation sector, managing large budgets and the ability to identify and capitalise of business opportunities.
  • Strong analytical skills to analyse information, determine priorities and resolve complex problems with innovative solutions.
