The Deputy Program Manager will report to the Program Manager at NAS Whiting Field and is responsible for program management of two sites in the U.S. The primary mission of the Program is service, maintenance and test flight TH-57 rotary wing aircraft. The position of Deputy Program Manager requires a combination of management ability, communication skills, and leadership qualities. The Deputy Program Manager is also required to be highly professional, customer-oriented and thoroughly understand Naval Aviation program requirements. The Deputy Program Manager will be responsible for the overall program to provide all logistics support services including labor, services, equipment, tools, direct and indirect materiel required to support and maintain all Navy TH-57 aircraft, aircraft systems, and related support equipment located at NASWF and manage all TH-57 parts and material at NASWF and the satellite site at NAS Patuxent River, MD. The aircraft shall be maintained IAW the Government provided maintenance documentation in contract and with Title 14 CFR Part 145, Title 14 CFR Part 43 and Title 14 CFR Part 91. Repair or overhaul of aircraft, avionics and related components performed off-site shall be IAW Title 14 CFR Part 145 and Title 14 CFR Part 43 using FAA certified personnel and facilities with proper ratings and current certifications for the work being performed and/or as amended by the Government.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
* Serving as liaison with government representatives to coordinate all Program actions.
* Reviews and analyzes aircraft maintenance reports and statistical data to detect trends and problem areas.
* Serves as a member of senior management team, in formulating and establishing organizational policies and operating procedures for the company.
* Directs, coordinates, and manages all aspects of aircraft maintenance for the assigned TH-57 fleet.
* Provides leadership to the workforce through effective goal setting, delegation, and communication.
* Aligns goals of the field with AAR’s goals, policies, and strategies.
* The Deputy Program Manager shall have the ability to meet constraints of time, cost and technical performance, while focusing on customers' needs through strong leadership, decision making, management, and communication skills.
* The Deputy Program Manager shall have recent knowledge of organizational processes, risk management, quality processes and quality management, schedule and cost control, basic contracting law, Federal Acquisition Regulations, Defense Acquisition Regulations, Navy Federal Acquisition Regulations, Federal Aviation Regulations, and Defense Logistics Manual (DLAM 8210.1) and Navy Aviation maintenance management.
* The Deputy Program Manager shall review, direct, and coordinate all program actions.

* Must have at least ten (10) years maintenance management which should include 5 years in a Program Management role.
* Five (5) years directly managing aircraft maintenance operations highly preferred.
* BA/BS degree in a managerial discipline and/or certification as a Program Management professional from either the Program Management Institute (PMI)
* It is highly desirable that the selected individual have an in-depth background in Navy Aviation.
* Professional verbal and written communication skills for interaction with executive decision makers, composing job descriptions, proposals, and presentations.
* Ability to maintain confidentiality of sensitive information.
* Demonstrated ability to work in a customer facing role and as a collaborative member of a diverse team.
