Basic Function Summary:

Administers property control program activities for the T-45 Program to ensure continual accountability of company, government, or associate contractor, property and assets in accordance with applicable corporate policy or government regulations. Ensures property accountability records are maintained and determines condition and arranges disposal of surplus or obsolete material or equipment. Contacts potential users and negotiates transfers. Conducts property audits, develops, recommends, and implements property administration policies. Provides guidance on company policy and government regulations pertaining to property accountability. Prepares periodic and special purpose reports relative to such matters as taxes, rentals and leasing, insurance, facility usage, etc.

Essential Duties and Accountabilities:

Various tasks may be assigned under each essential functions. Those that are listed under the examples of work are not all inclusive; they are examples only and may be amended or added to as needed by the organizaiton.*

The essential functions include, but are not limited to, the following duties:

Oversees IMRL/Property Control Programs at all T-45 Sites;

Serves as Program POC for all matters pertaining to the management or acquisition of IMRL (GFP/CFP);

Prepares program CDRLs as assigned;

Assists program / Sites with requests for assistance;

Performs/Assists audits at each Site for compliance and effectiveness;

Coordinates Site IMRL/Property staff in establishing effective operation and administrative procedures and department objectives and monitors performance within their department.

Follows established program property operating policies and procedures in line with current instructions and directives and communicates any additional recommendations to manager for continuous improvement. Manages budget for supply portion.

Communicates with government customers, L3 managers and site supervisors. Communicates with L3 contracts, subcontracts, and outside vendors when required. This communications may range from verbal/email dialogs to the development and promulgation of processes and written procedures;

Complies with reporting requirements to the Government customer and the T-45 Program Manager as required;

Establishes and maintains written procedures for the proper control of Government Furnished Property.

Demonstrates independent decision making.

Must be willing to travel at least 25% of the time.

Qualifications

Qualification Standars:

Must have education/experience as follow:

*

Associates degree plus 10 years of experience within the last 15 years in inventory control of parts, materials, tools, and/or equipment; or

*

High School diploma plus 14 years within the last 15 years in inventory control of parts, materials, tools, and/or equipment.

Must have NEC-9590 School (Support Equipment Asset Manager), or equivalent.

Must understand Quality Management Systems, including a full understanding of OPNAV INST 4790.2 series or other DoD Service equivalent, OEM Instructions and ISO 9001.

Must possess extensive working knowledge of contract logistics programs, company organizations and policies.

Must have extensive knowledge in Microsoft Office Programs.

Must possess extensive working knowledge of contracted programs, contract administration, aircraft maintenance, business administration, specialized knowledge of customer requirements, company organization and policies.

SAP Knowledge desired.

Must be US citizen. Must be able to obtain issuance of a CAC card within 6 months of start date as well as obtain necessary clearance as per contract.

Must be able to travel at least 25% of the time.

Must be able to obtain the issuance of a CAC card within the first six (6) months of start date.

Must be a US Citizen

Physcial Demands:

This classification activity is usually accomplished in an office environment and as such requires the scope of physical movements and postures normally associated with office activities. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, peripheral vision, depth perception and the ability to adjust and focus.

Work Environment:

The diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject individual to severe changes of temperature, wind, rain, etc. May be required to work in areas where high noise hazards prevail. May be exposed to fumes or airborne particles. May be exposed to electrical shock hazards.

Licensing/Certification Requirements:

The following certifications must be obtained within six (6) months of start date:
