Ground-based Midcourse Defense (GMD) Systems Engineering & Integration (SE&I) System Analysis Manager - Level K.




The System Analysis Manager reports to the System Analysis & Simulation senior manager in the GMD SE&I organization and will be responsible for managing analyses for system performance assessments, program Technical Performance Measures (TPMs), model validation, post flight reconstruction, and Ballistic Missile Defense Systems (BMDS) level assessments.


Typical tasks and duties include:

  • Define and obtain resources necessary to execute statement of work,
  • Using Earned Value Management (EVM) techniques and tools, plan and monitor team tasks, plans, schedules and budget,
  • Identify risks/issues/opportunities (RIO) and associated mitigation and implementation plans; participate in RIO boards,
  • Provide briefings to team and customer management and leadership;
  • Manage, develop and motivate employees and teammates;
  • Identify and implement process improvements and cost saving measures, including continuous improvement of analysis tools and techniques;
  • Provide technical management of suppliers;
  • Provide oversight and approval of technical approaches, products and processes;
  • Plan and conduct special purpose component and system performance analyses;
  • Plan and execute product Pre-Deployment Analyses.
  • Occasional travel is required

This position must meet Export Control compliance requirements, therefore a “US Person” as defined by 22 C.F.R. § 120.15 is required. “US Person” includes US Citizen, lawful permanent resident, refugee, or asylee. 

This position requires an active (or ability to obtain) U.S. Security Clearance, for which the US Government requires US Citizenship. 



  • Demonstrated ability to plan and lead technical tasks, including system performance analysis of missile systems, and effectively communicate results in reports and briefings.
  • Extensive experience defining and executing missile modeling and performance analysis tasks.
  • Experience assessing TPMs.
  • Experience using Matlab to perform detailed analysis of large quantities of raw model performance data.
  • Demonstrated ability to work independently, with general direction from management.
  • Engineering lead or management experience.
  • Familiarity with industry standard systems engineering processes.
  • Project Management skills and training and/or experience of Earned Value Management (EVM) principles.


  • Minimum of 5 years of performance analysis experience with GMD, BMDS or missile programs.
  • Familiarity with GMD systems engineering and RIO processes, tools and methods. 
  • Engineering lead or management experience on a geographically distributed team. 
  • Boeing software development process knowledge. 
  • Engineering experience with BMDS flight tests.
  • GMD system knowledge, including Radio Frequency (RF) and Infra-Red (IR) sensors, engagement planning, discrimination algorithms, and Exo-atmospheric Kill Vehicle (EKV) performance.
  • Industry wide recognition as an expert on missile defense performance analysis.
  • Demonstrated ability to effectively interact with all levels of leadership within Boeing, as well as with Government customer organizations.


  • Degree preference is an accredited course of study in engineering, mathematics, or physics.
  • Degree and typical experience in an engineering classification: Bachelor's degree and 9 years related work experience or Master's degree and 7 years related experience or a PhD degree with 4 years related experience.
  • ABET is the preferred, although not required, accreditation standard.
  • Aerospace, Mechanical, Systems, Electrical Engineering or Physics are the preferred degrees.
