Position Summary

Reporting to the Associate Director, Strategic Sourcing, this position provides advice and guidance to the Strategic Sourcing team as well as stakeholders on sourcing, category strategy and procurement matters. They will partner with senior management and the Senior Sourcing & Category Advisor to proactively develop strategies for high risk/value/complex and sensitive sourcing initiatives (insourcing/outsourcing/consortium). They are responsible for gathering and the analysis of data to create category playbooks and strategies to support different models for services contemplated or currently under contract and will prepare and present the findings to the senior management team. They will develop and negotiate complex (strategically critical or high value) contract strategies which pose a potential high risk to airport operations and proactively supports the business groups in the management of Tier 1 & 2 suppliers. They will develop, refresh and deliver current training modules on Strategic Sourcing, Category Management and Procurement, and manage the action items on the annual work plan while promoting the development of a professional team who partners proactively with the business clients.

Job Description

Key Accountabilities:

• Recommends changes to policies, standard operating procedures and to the procurement templates through updates of current acceptable language in the industry while ensuring they are current and in line with industry and GTAA practices

• Develops, refreshes and delivers procurement training for internal clients and facilitates team and stakeholder education

• Provides data analysis support and analyzes procurement trends as required

• Negotiates high risk/value/complex supplier contracts, supports business groups in managing Tier 1 & 2 supplier contracts and relationships and drafts and makes amendments to current contracts as necessary

• Establishes and maintains good working relationship with senior level stakeholders, focusing on procurement activities that ensure productive and strategic fulfillment of the Annual Procurement Work Plan, managing all action items of the plan

• Partners with senior level business stakeholders including the Senior Sourcing & Category Advisors and Sourcing Specialists in the development of procurement category playbooks and strategies, working with Sourcing Specialists to develop sourcing strategies and resource allocations to meet timelines for high risk/value complex procurement

• Partners with stakeholders, delivering high risk/value complex special and sensitive procurement activities, as it relates to the business (i.e. reorganizational activities, board requests, special legal services, executive-level recruitment, insourcing/outsourcing initiatives, etc.)

• Reviews all tenders for completeness in collaboration with the Sourcing Specialist

• Analyzes complex procurement challenges and assists in developing solutions to best meet the GTAA’s needs

• Analyzes Key Performance Indicators (KPIs), service levels and customer surveys, providing the Associate Director with in-depth analysis leading to recommendations for improvements to processes and controls

• Implements a rigorous plan to monitor the effectiveness of procurement processes and provides recommendations for improvement

• Develops a center of excellence for the use of blanket purchase agreements and works with the Competency Center unit to continuously improve the use of Oracle

• Promotes the development of a professional team that partners with clients

Job Requirements


• A university degree or three (3) year college diploma with a business-related focus or equivalent work related experience

• Professional purchasing certification completed or in progress with a minimum of two (2) years’ work towards completion if not currently certified

• Minimum ten (10) years’ experience in a Strategic Souring role of similar scope and complexity including extensive experience negotiating high risk, high value and complex contracts

• Minimum ten (10) years’ experience managing varied high risk, high value and complex sourcing initiatives including, outsourcing, insourcing or consortium buying

• Minimum three (3) years of extensive, hands on strategic sourcing experience developing category playbooks and strategies

• Experience planning and partnering with senior and executive level clients and collaborating, mentoring and coaching others

• Enterprise Resource Planning tool experience in large enterprise, preferably Oracle

• Demonstrated experience working in a customer centric environment

• Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities:

• Knowledge of industry procurement standards, policies and practices

• Knowledge of contract law

• Knowledge of various industry tools including databases, standard contract clauses, contract standards, and other industry related aids in order to manage the strategic sourcing process and meet documentation requirements

• Knowledge of special project planning and delivery techniques and practices in order to lead and oversee the conduct of special projects

• Knowledge of adult pedagogy in order to design and conduct strategic sourcing seminars and other educational processes

• Skill in identifying unique problems and the ability to develop creative solutions in the best interest of the client

• Demonstrated interpersonal and problem-solving skills with a high attention to detail

• Demonstrated ability to proactively partner with clients and to understand mandates, immediate and long range plans, financial planning processes, approval and review processes (Risk Management, Legal, etc.) and other management practices in order to deliver strategic sourcing services and implications of outcomes

• Demonstrated tact and diplomacy in multidirectional communications with ability to foster effective relationships built on trust and focus on customers’ needs all while balancing objectives of procurement framework

• Demonstrated ability to manage and adapt to change and be positive in the face of adversity

• Ability to bring innovation to current process and demonstrate a continuous improvement mindset

• Effective negotiation skills and the ability to build trust
