Position Summary

Reporting to the Associate Director, Strategic Sourcing, this position provides advice and guidance to the Strategic Sourcing team as well as stakeholders on sourcing, category strategy and procurement matters. They will partner with managers in the business groups to proactively develop category strategies for moderately complex and sensitive sourcing initiatives. They will gather and analyze data to create category strategies to support different models for services contemplated or currently under contract. They will prepare and present the findings in order to gain insights from the Sourcing and Category Manager and the management team, as well as develop and negotiate resulting contracts. They will support the business groups in the management of Tier 2 & 3 suppliers, develop, refresh and deliver current training modules on strategic sourcing, category management & procurement, and manage the action items on the annual work plan.

Job Description

Key Accountabilities:

• Recommends changes to the procurement templates through updates of current acceptable language in the industry

• Recommends changes to policies, and standard operating procedures

• Maintains the annual procurement work plan

• Is the Subject Matter Expert (SME) to delivering procurement training for internal clients

• Provides data analysis support and analyzes procurement trends, as required

• Develops Category Strategies

• Negotiates supplier contracts

• Support business groups in managing Tier 2 & 3 supplier contracts and relationships

• Establishes and maintains good working relationship with all management stakeholders focusing on procurement activities that ensure productive and strategic fulfillment of Annual Procurement Work plan

• Partners with business stakeholders in the development of procurement category strategies, with guidance from the Sourcing and Category Manager working with Sourcing Specialists to develop sourcing strategies to meet timelines for moderately complex procurement

• Mentors and coaches junior staff including setting priorities

• Partners with stakeholders in developing category strategies, delivering special and sensitive procurement activities, as it relates to the business (i.e. reorganizational activities, board requests, special legal services, executive-level recruitment, insourcing/outsourcing initiatives, etc.)

• Drafts and makes amendments to contracts as necessary

• In collaboration with the Sourcing Specialist, reviews all tenders for completeness

• Analyses moderate procurement challenges and assists in developing solutions to best meet the GTAA’s needs

• Analyses Key Performance Indicators (KPIs), service levels and customer surveys and provides the Manager with in-depth analysis leading to recommendation for improvement to processes and controls

• Facilitates team and stakeholder education on strategic sourcing processes and policies combined with category strategy methodology

• Provides input to all templates related to procurement to ensure they are current and in line with industry and GTAA practices

• Implements a rigorous plan to monitor the effectiveness of procurement processes and provides recommendations for improvement

• Develops a center of excellence for the use of blanket purchase agreements

• Works with the Competency Center unit to continuously improve the use of procurement system

Job Requirements

Qualifications:

• A university degree or three (3) year college diploma with a business-related focus or equivalent work related experience

• Relevant professional purchasing certification completed or in progress with a minimum of two (2) years’ work towards completion if not currently certified, preferred

• Minimum five (5) years’ experience in a Strategic Souring role of similar scope and complexity including experience negotiating contracts

• Minimum five (5) years’ experience managing varied sourcing initiatives

• Minimum one (1) year of extensive, hands on strategic sourcing experience developing category strategies for a range of categories, including; construction, building and equipment maintenance, operating services, IT services including outsourcing, professional and consulting services and corporate goods and services

• Experience planning and partnering with senior and executive level clients and collaborating, mentoring and coaching others

• Demonstrated experience working in a customer centric environment

• Enterprise Resource Planning tool experience in large enterprise, preferably Oracle

• Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities:

• Knowledge of industry procurement standards, policies and practices

• Knowledge of contract law

• Knowledge of various industry tools including databases, standard contract clauses, contract standards, and other industry related aids in order to manage the strategic sourcing process and meet documentation requirements

• Knowledge of special project planning and delivery techniques and practices in order to lead and oversee the conduct of special projects

• Knowledge of adult pedagogy in order to design and conduct strategic sourcing seminars and other educational processes

• Skill in identifying unique problems and the ability to develop creative solutions in the best interest of the client

• Demonstrated interpersonal and problem-solving skills with a high attention to detail

• Demonstrated ability to proactively partner with client to understand: mandates, immediate and long range plans, financial planning processes, approval and review processes (Risk Management, Legal, etc.) and other management practices in order to deliver strategic sourcing services and implications of outcomes

• Demonstrated tact and diplomacy in multidirectional communications with ability to foster effective relationships built on trust and focus on customers’ needs all while balancing objectives of procurement framework

• Demonstrated ability to manage and adapt to change and be positive in the face of adversity

• Ability to bring innovation to current process and demonstrate a continuous improvement mindset

• Effective negotiation skills and the ability to build trust
