Senior Manager Quality Control & Compliance

A. Job Function

1.

Direct and exercise control over assigned Quality Control Department to assure compliance with Regulatory requirements and Company policies ensuring all operating aircraft are in a safe operating condition.

2.

Senior Manager Quality Control & Compliance has authority and responsibility for the oversight, quality, and support of Material Inspection, Inspection Program (CAMP), Required Inspection Items (RII), Technical Publications, and Regulatory Compliance.

B. Job Output

1.

Individual must be able (with a full understanding of applicable sections of 14 CFR and the maintenance and airworthiness requirements of an air carrier) to promote positive attitudes toward safety and compliance with XX within the air carrier.

C. Job Performance Measures

1.

Individual takes an active role in promoting positive attitudes toward compliance and safety within the air carrier, as evidenced by:

1.

Preventing and correcting inspection problems.

2.

Ensuring rapid and complete implementation of new programs and regulatory compliance.

3.

Ensuring that inspection personnel understand their responsibilities to promote safe inspection practices.

Responsibilities and Authority

A. The responsibilities and authority of the Senior Manager Quality Control & Compliance are listed below and include but not are not limited to:

1.

Complete responsibility, authority and control to establish and modify policies, instructions and information for working groups identified in the Organizational Flow Charts.

2.

Maintain liaison with the offices of the Federal Aviation Administration.

3.

Manage the Quality Control and Inspection departments.

4.

Manage the Compliance department.

5.

Ensure that the aircraft are maintained in a safe and legal manner.

6.

Ensure records meet Company and regulatory requirements.

7.

Responsible for the quality and approval of all changes in the preparation of the Company’s Technical Operation Manuals and Maintenance/Inspection Programs.

8.

Review and approve Engineering Documents.

9.

Ensure the efficient utilization of the allocated work force in meeting ongoing required maintenance production assignments and to ensure duty time limitations per 14 CFR Part 121.377 are not exceeded.

10.

Responsibility and authority for the overall quality of the maintenance log/recording requirements process.

11.

Administrates the Unapproved Part Notification (UPN) and Suspected Unapproved Parts (SUP) processes.

12.

Responsible for the quality of the Station Facilities process.

13.

Develop, implement and control the Company’s Voluntary Self-Disclosure Reporting Program as defined in FAA Advisory Circular AC 00-58B and 14 CFR Part 121.

14.

Authority will be granted to the Senior Manager Quality Control by the Director of Quality Assurance & Chief Inspector (119) to utilize the VDRP and VSD processes.

15.

Responsibility and authority for the Short-Term Escalation process.

16.

Employ Safety Management Systems (SMS) to ensure appropriate risk assessments, root cause determinations, and decision making is managed to achieve acceptable levels of Safety.

17.

Ensure the overall quality of the Company’s Material Inspection policies, procedures and their implementation.

18.

Other duties as assigned.

Minimum Qualifications

1.

A valid FAA Mechanic Certificate with Airframe and Powerplant ratings.

2.

At least 10 years of maintenance experience on different types of large airplanes (10 or more passenger seats) with an air carrier certificated under Part 121 or Part 135, including at least one year as a Maintenance Inspector.

3.

At least 3 years of experience in a supervisory capacity maintaining the same category and class of aircraft as operated by the Company.

4.

Qualified through appropriate training, experience and expertise.

5.

Possess a full understanding of the following with respect to the Company’s operation:

1.

Aviation safety standards and safe operating practices.

2.

14 CFR Federal Aviation Regulations.

3.

The Company’s Operations Specifications.

4.

All appropriate maintenance and airworthiness requirements (e.g., Parts 1, 21, 23, 25, 43, 45, 47, 65, 91 and 121).

5.

The Company’s General Maintenance Manual (GMM).

6.

Ability to discharge their duties to meet applicable legal requirements and to maintain safe operations.
