Position Summary


Reporting to the Manager, Project Management Office this position is responsible to support the effective and efficient operation of the capital construction project management office (PMO). The PMO’s mandate includes performance management, governance standards, process, policies, documentation and reporting standards. Key accountabilities fall under four broad categories: (1) Planning, (2) Reporting and Measurement, (3) Continuous Improvement, and (4) Training and Development.

Job Description

* Participate in the Master Planning Committee meetings to support coordination of project activity across the organization

* Support visibility of pipeline of new projects in support of development of capital plans

* Support the maintenance of the planning tools (drawings, spreadsheets) that track active and planned project activity to support project coordination and delivery

* Develop relationships with internal departments, consultants, contractors and partners to ensure the timely and accurate exchange of project information

* Update and maintain reports and tools to support assessment of goals and objectives, performance measures and metrics.

* Support administration of the Client Satisfaction Survey process for completed projects and report on individual and aggregated results

* Working with the procurement team, track and report on consultant and contractor performance for completed projects and report on individual and aggregated basis

* Support the tracking the status of all capital projects (budget, scope and schedule)

* Work closely with the Project Controls team to track and report on financial measures including budget management and cash flow tracking

* Work closely with the Procurement team to support review and update procurement processes and practices to support capital project delivery

* Prepare reports and presentations on an individual project and aggregates basis

* Develop and maintain planning and reporting calendars

* Provide information to support other reporting requirements within the

* Conduct research and development of project management processes and best practices and assessment of existing practices

* Support monitoring of implementation plans for recommended changes to process

* Support review and update of policies, standards, and guidelines to ensure efficiency in planning, design and construction

* Support monitoring of effectiveness of project management practices and support regular assessments of projects to ensure compliance

* Support updates and reviews of process flows, playbooks, quick reference guides and templates to support project delivery

* Gather lessons learned and incorporate feedback into the delivery process

* The position will recommend and facilitate training initiatives and liaise with IT to integrate technology solutions into the project management process

* Must be comfortable preparing and supporting the presentation and communication of proposals for change management initiatives within the project delivery team and to the broader organization, as applicable

* The role will assess, review, research and document current practices and best practices across industry and within the professional project management community

Job Requirements

* Post-secondary degree in architecture, engineering, project management, business or a related field or an acceptable combination of education, training, and/or experience

* Demonstrated experience (6 - 8 years) managing design and construction projects involving multiple stakeholders

* Experience in design and construction project management process assessment, review and performance reporting preferred

* Project management certification or accreditation would be an asset.

* Must be able to obtain and retain a Transportation Security Clearance and RAIC

Required Knowledge, Skills and Ability:

* Knowledge of project monitoring systems including but not limited to, scheduling, cost and change control

* Demonstrated analytical skills in assessing and reviewing business processes to identify options, best practices and opportunities to improve service delivery

* Demonstrated ability to prepare process documents, policies and project documents (e.g. business case, feasibility study, budget estimates, etc)

* Knowledge of design and construction

* Knowledge of consultant and construction related procurement practices and procedures

* Knowledge of related government legislation in the areas of construction, building codes, occupational health and safety regulations, etc.

* Exceptional personal drive and motivation

* Strong facilitation and negotiation skills

* Ability to meet tight deadlines and manage multiple tasks and projects

* Problem solving skills to identify, analyze and resolve issues

* Strong interpersonal and communication skills to establish, foster and maintain relationships with clients, co-workers and others

* Proficient in the Microsoft Suite of Office Products including Word, Excel, PowerPoint and Project Management software
