This position supports PMA-231 assisting the PMA with Should Cost drills. Candidate should understand the risk management processes. The Project Analyst will support any “opportunities” that are identified through the risk management process and follow through to realize those opportunities. Ideal candidate will be experienced in risk management and have some financial experience in their background. Experience with contracts/SOW generation is a plus.

Education/Experience: A BS or BA degree is required. ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional four (4) years of experience; OR an additional eight (8) years of experience may be substituted for a BS or BA degree. At least six (6) years of experience in large and complex problems associated to major weapons systems is required. Applicant must have demonstrated experience in cost/benefit analysis, quality control, successful completion of critical path events and project tracking. Candidate must have some experience in risk management and/or contract SOW development, and must already have at least a SECRET security clearance.

Education/experience is a contract requirement.

The preferred candidate will have experience with the following:
-Understanding and writing of SOWs and CDRL development.
-Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.
-Advising on the potential benefits/uses of automation to improve the efficiency of administrative support of program operations.
-Providing analysis/recommendations to aid the Production IPT in should cost initiatives.
-Leading Should Cost initiatives; providing research, development and cost analysis (cost savings and cost avoidance). Updating documentation, staying current with Should Cost processes and incorporating new information within the SC Plan and Training documentation.
-Running Should Cost Review Board (SCRB) quarterly and collect inputs, developing briefing materials, agendas and meeting minutes.
-Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation;
-Performing a wide range of tasks and applies a variety of techniques and methods to address comprehensive problems associated with complex systems and procurement issues to provide the IPT viable recommendation prerequisite for sound decision-making.

Knowledge, Skills and Abilities: Strong MS Office skills are required. The individual must be self-motivated, able to interface with multiple types of people and juggle multiple projects at once and meet timelines, etc.
