Position Summary


Part of the Airport Development and Construction team, reporting to the Associate Director, Capital Restoration, this position will support the team responsible for the effective and efficient delivery of a large portfolio of projects within schedule and budget. This will include comprehensive planning, review, analysis, reporting and oversight of assigned projects from initial schematic design to final handover of completed facilities to the primary client group.

Job Description

Key Accountabilities:

* Implements, maintains and improves the processes to forecast, control, account, and report on schedule and costs on assigned portfolio of capital projects individually and for overall program management

* Using MS Project or equivalent software, develop and maintain portfolio based schedules incorporating each project to identify, analyse and interpret project complexity, risks, and to make recommendations for mitigation strategies

* Researches and resolves project accounting anomalies

* Co-ordinates with Project Managers to ensure timely maintenance and accuracy of the project controls database using, Oracle, Microsoft Project Schedules, i-Share Project structure and custom forecast & budget databases

* Maintains and improves standard procedures to input project data into the database, including but not limited to, cost forecasts, goods and services received, accruals, priorities and comments. Maintains and improves standard procedures for departmental i-Share workspaces and Microsoft Project Schedules

* Ensures completeness and accuracy of all project and program reports and establishes standard issuance of these reports.

* Support development of the project management plan for each project within an assigned program

* Provide assistance in the determination, interpretation and assessment of project requirements and organization and management of the professional and technical resources required during all project stages

* Ensure that the approved systems for project delivery and quality control are being implemented as required

* Assist with the provision and coordination of professional and technical inputs with other departments especially during the feasibility and planning stages

* Prepare project briefs and advise the project team including consultants and specialist resources

* Support analysis of project design solutions to ensure technical excellence in each design stage and translation of approved design solutions into a building or airside product reflects an acceptable standard of technical quality consistent with approved time and cost parameters

* Provide experienced technical input into the commissioning and post-construction activities

* Support development and maintenance of the work plan for the project, assign tasks, set priorities, review duties, responsibilities and workloads

* Monitor production and review work of assigned resources, consultants and contractors to meet established project objectives of time, cost and quality, project progress, control costs and schedules

* Support resolution of site problems and claim disputes

* Provide project coordination and expediting assistance

* Ensure adequate inspection and supervision of all work in progress and recommend corrective action as necessary

* Support the determination of requirements for consultant selection

* Ensure that the terms of consultant contracts include complete scopes of work to include all the anticipated services required; including securing and maintaining the contracts of any additional approved outside resources

* Contribute to the preparations of tender documents, participate in the evaluation process and support processing and award of contracts

* Review and assess changes to the work proposed during the design and construction stages for scope, cost, impact to schedule and adherence to applicable policies

* Participate as required in project development studies

* Maintain currency in progress and trends in building and airport design, construction and project management

* Maintain currency with GTAA and other standards, guidelines and processes for project development

* Develop and maintain good rapport and working relationships with clients and other departments in the planning and execution of projects

* Participate in the evaluation of completed projects and provide feedback for improvements of the building and airport project types

* Train Project Managers and others as required, in the use of Oracle, Microsoft Project, and any custom GTAA Program/Project Controls software

* Prepares and presents training presentations in the subject areas of project management, controls, reports and related topics

Job Requirements


* Eight (8) + years of demonstrated experience in program management and providing project controls function for a portfolio of design and construction projects

* Post-secondary degree in architecture, engineering, project management, business or a combination of education and experience

* Project management certification or accreditation would be an asset

* Must be able to obtain and retain a Transportation Security Clearance and RAIC

Knowledge, Skills and Abilities:

* Knowledge of project monitoring systems including but not limited to, scheduling, cost and change control

* Demonstrated analytical skills in assessing and reviewing business processes to identify options, best practices and opportunities to improve service delivery

* Demonstrated ability to prepare process documents, policies and project documents (e.g. business case, feasibility study, budget estimates, tender documents, etc)

* Knowledge of design and construction

* Knowledge of consultant and construction related procurement practices and procedures

* Knowledge of related government legislation in the areas of construction, fire codes, building codes, occupational health and safety regulations, etc.

* High degree of initiative and creativity

* Exceptional personal drive and motivation

* Strong facilitation and negotiation skills

* Ability to meet tight deadlines and manage multiple tasks and projects

* Problem solving skills to identify, analyze and resolve issues.

* Strong interpersonal and communication skills to establish, foster and maintain relationships with clients, co-workers and others

* Proficient in the Microsoft Suite of Office Products including Word, Excel, PowerPoint and Project Management software
