Position Summary

The Executive Medical Officer leads and provides oversight for all clinical services for Reach Medical Holdings, ensuring that all decisions and actions are in alignment with RMH values, mission, business and community needs. The EMO creates a positive, productive environment that fosters patient care that is customer centric and of the highest quality. The EMO promotes engagement and development of our clinical associates to do what is right for the patient in every situation, while maintaining compliance with all regulations and industry best practices.

Duties and Responsibilities

* Leads and provides oversight for ongoing development, implementation and evaluation of medical protocols, policies and procedures.

* Actively participate in and serve on the Executive Leadership Team.

* Establishes and maintains positive and productive relationships, achieving credibility, trust and respect with peers, the public, legislators, the EMS community and agency representatives.

* Represents the organization at community, local, State and Federal levels to advocate and garner support and legislation that is in the best interests of patient care and the business.

* Leads and provides oversight for the ongoing development, implementation and evaluation of the Quality Management Program designed to measure and ensure the Company is appropriately responsive to its user’s needs and to ensure patient care is delivered in an appropriate and effective manner.

* Researches and analyzes data, external and internal conditions and makes recommendations for organizational improvements.

* Produces periodic reports, as needed, which will analyze, document and support the effectiveness of the Quality Management Program and clinical aspects of the Company.

* Leads and provides oversight for the development and review of compliance with employee health, infection control and annual health screening programs.

* Participates in clinical orientation process relevant to clinical issues for all new medical crew hires.

* Participates in continuing education and crew mentoring, via attendance at CQI meetings and via clinical rounds.

* Leads and provides oversight for the delivery of the Training/Skills Maintenance Program. Assures direct hands on review occurs to ensure all medical crew member competencies have been met as required for Flight Medicine.

* Manage the Associate Medical Director “On-Call” Schedule, and at times will assume Executive Medical Officer “on call” in conjunction with Associate Medical Directors, to perform chart review/billing and CQI review of all charts for one week periods of time in rotation, as business needs dictate.

* While on call, the Executive Medical Officer reviews clinical flight reports (PCRs) for quality compliance based on CQI indicators ensuring all reporting and records are completed and all CQI issues are addressed.

* Perform as a real time mentor/teacher by doing clinical ride-a-longs with the crews two (2) times per year.

* Lead the medical crew in creating, implementing, reviewing and writing clinical studies.

* Perform other related duties as assigned.


Minimum Qualifications:

* 10 years of directly related experience

* 10 years of prior experience in performing quality compliance assessment

* Current licensure as a physician in the State where operating

* Current certificate from the DEA certifying the Executive Medical Officer as the person who may obtain narcotics and other restricted chemicals for the company

Additional Qualifications

Preferred Qualifications:

* Diplomat of or board eligibility for the American Board of Emergency Medicine or the ABEM/EMS sub-specialty

* Five years of experience in pediatric transport medicine

* Five years of Medical Director Experience in either Air, Critical Care or Pre-Hospital

Required Knowledge, Skills and Abilities:

* Excellent verbal and written communication skills in group or individual settings and in emergency/crisis situations

* Understand and meet the unique needs of each patient and/or customer

* Interact with each person in a manner that meets their specific needs and the situation, with honesty, openness and respect

* Respond quickly and effectively to problems that arise while providing care/service

* Lead and develop associates by providing timely, constructive feedback that contributes to their success and engagement

* Analyze, plan and lead initiatives to completion

* Exercise sound and consistent judgement

* Manage multiple and competing priorities effective

* Work effectively under pressure

* Perform college level mathematical calculations

* Assess, interpret and process data in both business and clinical environments

* Effectively make decisions in a timely manner

* Maintain professionalism under crisis and emergency conditions

* Operate office machinery, computers and medical technology, both hardware and software

* Patient Care and Air Medical Transport best practices and industry standards

Working Conditions and Physical Environment

Environmental Conditions:

The Executive Medical Officers’ duties are performed in either indoor or outdoor environments including tight spaces in aircraft, and may be exposed to infectious agents, blood and toxins in addition to routine office noises, high and low temperatures, moderate electrical or mechanical hazards to loud aircraft noise, fumes, gases, odors, dust particles and mechanical/electrical/chemical hazards.

Protective Equipment (when on flight duty):

* Nomex full body flight suit

* Leather or Nomex boots

* Aviation Helmet

* PPE – latex gloves, goggles, and HEPA mask

* Hearing protection (plugs, band or head set)

Physical Requirements:

* Activities requiring a moderate amount of sitting, standing and walking.

* Periodic hands to key ability (typing).

Physical Requirements While on Flight Duty:

* Able to conduct activities requiring a moderate to rigorous amount of static pushing, pulling and lifting (knuckle height and ankle height).

* Capable of lifting 75 lbs floor to bench height.

* Ability to hear routine aircraft and medical equipment noises.

* Requires close and distant visual capability.

Work Schedule: Full-Time – Exact schedule variable as business needs necessitate to include a minimum of two days per week office admin time plus the above “on-call” requirement.

Direct Reports: Associate Medical Directors, Director of Quality Improvement and Director of Clinical Services (indirect report).

Reporting Relationship: Reports directly to the President
