• Manages new business proposals to include; proposal review, assure completion of contracts volume, and assist in technical and cost volume preparation as required.

• Manages the preparation of cost proposals under $500K and reviews all cost proposals submitted.

• Manages required Contract Administration tasks.

• Acts as a focal point within Contract Administration for receipt of customer requests relevant to current contracts.

• Screens requests for O&A proposals. Analyzes and determines estimated value and generally understands the tasks required to determine the scope of work adequacy.

• Reviews contracts and/or purchase orders and provides the contractual requirements to the affected departments to determine that all clauses are acceptable prior to company acceptance.

• Participates in program management by working directly with the Program Managers/Business Managers to assist in meeting the company goals.

• Reviews inputs for exposure reviews and is responsible for briefing the Controller.

• Negotiates revisions to contracts and prepares contract acceptance letters incorporating the revisions and other conditions or requirements.

• Coordinates the distribution and transmittal of correspondence regarding assigned projects.

• Provides assistance to various departments, as necessary, in the coordination of efforts to meet the requirements of the contract or purchase order.

• Makes recommendations to the Manager, Contract Administration/Senior Contract Manager on matters concerning hiring, firing, wage adjustments and other disciplinary matters for subordinates.

• Assists the Senior Contract Manager in developing Contract Administration Policies and Procedures.

• Supervises subordinate supervisors and is responsible for the overall direction, coordination, and evaluation of these employees.

• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

• Maintains the highest ethical personal and professional standards.

Physical Requirements: Primarily office environment. Must have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. At times, must be able to work in aircraft hangar environment and board / exit aircraft. At times, must be able to climb, bend, kneel, crouch, balance, and stoop. Must be able to walk particularly for long distances or moving from one work site to another. Must be able to work primarily with fingers such as typing. Must be able to work at heights, subject to noise, subject to a variety of physical conditions such as proximity to moving mechanical parts, work on scaffolding, exposure to heat/cold. Must be able to communicate effectively.

Qualifications

Bachelors + 4 years related experience as a supervisor or Education/Experience Equivalent

Must have training in the basics of contract administration and Introduction to the Far. Must have intermediate/advanced training in Contract types, Contract changes, Contract law, Far Part 15 or source selection, cost principles, CAS, and cost estimating. Experience with FMS projects, FMF projects, or direct commercial sales with international customers is required. 3

• International offset program development / management, preferred.

• U.S. Government regulations for federal contractors and FAA maintenance programs, preferred.

• Must be able to pass a background investigation to obtain a public trust position (if required for the position).
