The Contractor Program Security Officer will manage and provide oversight for the overall security program and must be motivated and capable of effectively working multiple tasks in a dynamic, fast-paced environment.The candidate will interpret and enforce government and company security policies and provide direction and guidance to the employees, interface with management and be security liaison with the prime and Government customer. The Contractor Program Security Officer prepares facility documentation to administer security policies and procedures outlining regulations for the security program. The individual will conduct in-depth annual self-reviews of the security program and lead security staff for Government Inspections and Audits. This employee is also responsible for producing incident response reports for security infractions, incidents and violations.
The Contractor Program Security Officer maintains personnel access and visitor control. The employee processes Program Access Requests (PARs) for personnel access, develops and administers indoctrination and debriefings, prepares visit certifications, tracks foreign travel, and conducts foreign contact reports. The selected candidate will initiate personnel reinvestigations in the Joint Personnel Adjudication System (JPAS).
This position is responsible for developing and administering a Security Awareness/Education Program to include annual refresher security briefings, courier responsibilities, transmitting classified material, classification marking guidance, personnel reporting requirements, insider threat, and overall operations security for the facility. the Contractor Program Security Officer will maintain the fixed facility checklist, operations of the access control system, access to safes and combinations, intrusion detection system for alarms, audits of alarm system and end-of-day security checks.
Education/Experience: This position requires a candidate with fourteen (14) years of work experience, OR who has a bachelor's degree and ten (10) years of experience.
Knowledge, Skills and Abilities: The applicant selected must have the ability to interact positively with staff, the prime, and Government customers, making sound decisions or recommendations based on limited information. He/ She will need to be a team player that projects a professional demeanor, strong customer-service focus and demonstrates strong oral and written communications skills. The candidate must be capable of successfully working under pressure and time constraints. Must have the ability to prioritize tasks and be flexible as issues arise. This candidate must have the ability to build relationships with the government customer and industry partners. Knowledge in all security disciplines is required and includes; General Administrative Procedures, Personnel Security, Physical Security, Classification Management utilizing the requirements set forth in the National Industrial Security Program Operating Manual (NISPOM) and other customer security directives as applicable. The candidate must be familiar with the Intelligence Community Directive (ICD) 705 for the overall physical security and modifications of the facility. Proficiency with Microsoft Office applications is required (Word, Excel, PowerPoint and Access).
A current Secret security clearance and an investigation in the past five (5) years is required.
