CONTINGENT UPON AWARD OF CONTRACT
(1) Experience and Qualifications – Contract Maintenance Program Manager shall possess all the qualifications of an Aircraft Lead Mechanic in addition to the following:
(i) At least 5 years in a management position of an aviation maintenance control system including scheduling maintenance staff, managing back shops and coordinating logistics to support a flight schedule.
(ii) Individual shall have experience leading a diversified team in an aerospace environment, possess strong interpersonal and team building skills, with a proven ability to attract, hire and motivate a strong team.
(iii) Excellent written and verbal communications skills.
(2) Duties shall include but are not limited to- Contract Maintenance Program Manager shall be capable of completing all the duties if an Aircraft Lead Mechanic in addition to the following:
(1) Plan, schedule, forecast and execute a sound aircraft maintenance program;
(2) Oversee all maintenance activities and technicians for assigned aircraft;
(3) Ensure assigned maintenance personnel are properly trained, certified and so designated;
(4) Attend regularly scheduled planning meetings with management to ensure required aircraft scheduled and unscheduled maintenance are properly planned for;
(5) Ensure U.S. Coast Guard (USCG) ALMIS system and policies are used properly to track all aircraft parts and maintenance activities;
(6) Ensure staff is available for all maintenance evolutions at MCC and dispatched locations. Schedule staffing to ensure availability without exceeding duty limitations;
(7) Serve as a single point-of-contact, communications between contracted staff and U.S. Forest Service (USFS)/USCG staff on all matters affecting aircraft status;
(8) Direct contract staff in the daily performance of duties in regards to the SOW;
(9) Provide accurate financial and work hour accountability reports to the government when required.
(10) Perform the following functions IAW the USCG PG-85-00-10A ACMS Process Guide:
(a) Enter Maintenance Procedure Cards (MPC) into ACMS;
(b) Produce ALMIS reports (Maintenance Due List, Configuration Reports, Significant Component History Reports, Maintenance Requirements Lists, etc.);
(c) Assist Government with basic issues associated with MPC submission and recording;
(d) Ensure MPC deck is kept up to date with latest revisions/changes;
(e) Recommend/submit changes to ALC ACMS analysts for changes to ACMS reports and/or MPC intervals/applicability.
In addition to the above, the Contract Maintenance Program Manager shall be capable of completing all the duties of a Lead Aircraft Mechanic:
(1) Interface with U.S. Coast Guard (USCG) and U.S. Forest Service (USFS) personnel in leading contract maintenance Personnel;
(2) Demonstrate or explain proper techniques, method of operation, and safety practices;
(3) Observe performance and work with the employee, leader, or supervisor to resolve problems;
(4) Responsible for the supervision and completion of all scheduled and unscheduled maintenance on HC-130H aircraft IAW USCG Asset Computerized Maintenance System (ACMS) and USCG/DoD Technical orders:
(5) Travel to AOG aircraft and perform required maintenance in deployed locations with
(6) Review ACMS data in conjunction with Project Inspector and USCG personnel to schedule aircraft and shop maintenance IAW the Aeronautical Engineering Maintenance Management
Manual, COMDTINST M13020.1 (series);
(7) Supervise, troubleshoot, repair, and maintain HC-130H mechanical and pneudraulic systems IAW USCG ACMS and USCG/DoD Technical orders;
(8) Supervise, troubleshoot, repair, and maintain HC-130H structural, power plant, and propeller systems USCG ACMS and USCG/DoD Technical orders;
(9) Supervise, troubleshoot, repair and maintain HC-130H aircraft systems, including functional testing, troubleshooting, and repair of all airframe, power plant and propeller mechanical systems, post maintenance checkout, adjustment, and correct flight generated discrepancies IAW USCG ACMS and USCG/DoD Technical orders;
(9) Ensure proper transportation, storage, or use of hazardous wastes and materials (HAZMAT) required for C-130 missions;
(10) Troubleshoot, repair, and maintain the electrical and indicating components of aircraft fuel system IAW the ACMS and applicable technical publications;
(11) Troubleshoot, repair, and maintain aircraft electrical power systems IAW ACMS and applicable technical publications;
(12) Ensure maintenance documentation is in accordance with USCG Commandant Instruction Manual CIM 13020.1 (series);
(13) Maintain a clean and safe work area;
(14) Other aircraft maintenance or aviation related duties as assigned;
(15) Maintain the aircraft in accordance with the applicable USCG and USAF MAFFS
(16) Read, understand, and troubleshoot using aircraft technical manuals, electrical wire
diagrams and schematics;
(17) Operate and perform preventative maintenance of Government Furnished Equipment (GFE) IAW appropriate USCG and USFS documentation;
(18) Operate and service aircraft ground support equipment IAW the USCG Aeronautical
Engineering Maintenance Management Manual, COMDTINST M13020.1 (series),
(19) Follow work orders, as assigned;
(20) Properly transport, store, or use hazardous wastes and materials (HAZMAT) required for HC-130H missions;
(21) Demonstrate proper techniques and safety practices IAW USCG Aeronautical Engineering Maintenance Management Manual, COMDTINST M13020.1 (series);
(22) Clean, lubricate, and maintain tools and equipment;
(23) Document scheduled and unscheduled maintenance using the ACMS IAW the Aeronautical Engineering Maintenance Management Manual, COMDTINST M13020.1 (series); and
(24) Clean-up of fuel, oil and retardant contamination on airport ramps, hangar space, parking areas, etc.
(1) Bachelor's degree in a related field, plus 0-2 years’ experience in a management position of an aviation maintenance control system, including scheduling maintenance staff, managing back shops, and coordinating logistics to support a flight schedule OR Associate's degree in a related field, plus 4 years’ experience in a management position of an aviation maintenance control system, including scheduling maintenance staff, managing back shops, and coordinating logistics to support a flight schedule OR High School diploma or Equivalent plus 8 years’ experience in a management position of an aviation maintenance control system, including scheduling maintenance staff, managing back shops, and coordinating logistics to support a flight schedule.
(2) Experience leading a diversified team in an aerospace environment, possess strong interpersonal and team building skills, with a proven ability to attract, hire and motivate a strong team.
(3) A minimum experience of 10 years maintaining USCG HC-130H aircraft. C-130 experience must have been within the last 5 years;
(4) 14 CFR 65 Certificated Airframe and Power plant Mechanic;
(5) Extensive knowledge of USCG aeronautical engineering policy as outlined in Commandant Instruction Manual CIM 13020.1 (series);
(6) Documented experience and/or training in Rolls Royce T-56 Engine and Hamilton Sundstrand 54H60 Propeller systems;
(7) Possess and demonstrate through documented training extensive knowledge of HC-130H aircraft systems. Training provided by a USCG utilized commercial-off the shelf (COTS) or DoD training provider will meet this requirement;
(8) Documented training and/or experience showing the ability to rig, function test, and troubleshoot systems; determine when they are operating properly or whether portions of the system must be repaired or replaced; and the type and extent of adjustment and alignment needed;
(9) Documented training and/or experience showing knowledge of the makeup, operation, installation, and adjustment of a variety of major, interrelated and/or integrated C-130H systems, subsystems, and assemblies such as fuel and hydraulic systems, flight control systems, instrumentation systems, engine(s), landing gear assemblies, airframe, and control surfaces IAW USCG ACMS and USCG/DoD Technical orders;
(10) Documented training and experience showing technical capability/experience with C-130H, airframes, components, and substructures. Should include maintenance of primary, secondary, and tertiary structures;
(11) Documented training and experience showing extensive knowledge of a wide variety of parts, components, and complex assemblies associated with HC-130H or other C-130 aircraft systems; and
(12) Successfully completed documented, company, OSHA-compliant Confined Spaces Program training.
(1) Ability to reach, bend, walk, pull, sit, stand, crouch, stoop, kneel and stretch for prolonged periods of time. Frequently lift parts and equipment that weigh up to 20 pounds. Occasionally, may lift and carry items that weigh ~90 pounds with mechanical lifting devices or assistance from other workers, if required; and
(2) Ability to work in cramped, awkward and strained positions or to climb ladders, work platforms, scaffolding and aircraft structures,
(1) Ability to read, write, speak, and understand English fluently;
(2) U.S. Citizenship;
(3) Ability to read, understand and apply trade or administrative guides, such as technical manuals, technical orders, blueprints, sketches, and other related documents;
(4) Have skill in the use of standard and specialized tools and the equipment of the trade, including fixtures, templates, scales, test stands, and external power sources;
(5) Knowledge of specific hazardous materials and hazardous wastes procedures, including the proper fitting and usage of protective gear and completion of related training;
(6) Ability to work in regulated areas with toxic materials present, including hexavalent chromium and cadmium. This will include use of Personal Protective Equipment (PPE) such as protective clothing, etc.;
(7) Knowledge, skill, and ability to follow appropriate safety procedures common to the trade, including Confined Spaces policies and procedures;
(8) Hold a valid U.S. driver’s license; and
(9) Possess skill in reading and understanding data and settings from HC-130H cockpit
instruments and gauges.
