Learning & Development Specialist - Learning Technologies
The Position:
To design, develop, evaluate and manage the learning technology framework of the Learning and Development department. The role will use specialist skills and knowledge in learning technology, content asset management, infrastructure and delivery, to provide flexible learning solutions aligned with the business needs of the Emirates Group, including all multimedia, online, classroom, performance support and self-study learning materials.
Job Accountabilities:
- Learning Management System Management: To manage and administer integrated learning management systems on behalf of Learning & Development. This involves acting as the core system administrator for the enterprise LMS and Oracle Training Administration, ensuring the integrity of all core level data and functionality to meet the needs of both internal and external customers. The post holder will be responsible for liaising with other Learning & Development areas to identify and define enhancements and for recommending and project managing any subsequent business unit activities. This will involve ongoing close liaison and contact with the vendor and vendor's representatives for system configuration in collaboration with Emirates Group-IT as appropriate, as well as collaboration with the operational administrators of the systems in the Learning & Development Support area.
- Technical Standards Definition and Management: To define and implement technical standards for the design and development of course materials, in the case of online courseware aligning with internationals standards such as SCORM and AICC.
- Content Management: To define and implement asset-based enterprise content management processes and standards requiring competency in collaborative content development, as well as significant 'upgrades' in content strategy, development processes, version control management and enabling technology. To create life cycle and process maps to develop and coordinate content reuse strategies and enterprise wide content standards. This is driven by the increasing volume and variety of content sources, a need for multiple delivery outputs, greater search capabilities and greater potential for the reuse and repurposing of content, providing content that is more contextual and personalized and requiring day to day management of specialised content repositories.
- Relationship Management: To manage and direct the relationship with Emirates Group - IT for the development and maintenance of all Emirates Aviation College information systems and tools based on agreed SLAs and operating procedures. Systems and software directly impacted include OTA, Plateau, eMerge and online courseware development and conversion tools such as TurboDemo, Flash and RoboHelp. This involves direct liaison with the Emirates Group-IT Project Manager Information Services as well as collaboration with the Learning and Development management team.
- Collation and Analysis of Requirements: To collate business process requirements on behalf of Learning & Development so as to liaise with Emirates Group - IT for development of all supporting IT applications or to identify changes in tools, processes or procedures in the use of learning architecture components. Responsible for Functional assessment, (e.g. end user satisfaction, functional overlaps/gaps) and technical assessment of specialised learning systems for example content development platforms, tool proliferation, age of underlying technologies and business processes). This will require prioritisation to support continuously improving business processes of L&D.
- Testing: To develop user acceptance testing strategies and manage the implementation of this testing so as to validate functional and non-functional requirements internally and with customer teams.
- Learner Support: To provide first level functional support for learners, both for initial deployment and ongoing customer functional support. The post holder will help develop and implement processes and systems that identify trends and patterns that will be used to improve the overall customer service experience with regard to the provision of learning solutions.
- Infrastructure Design and Development: To specify, identify, evaluate and develop new tools and/or specifications for learning content development and delivery, writing standards and specifications for these products as required. Working as the primary technical liaison with EG-IT to define a scaleable technical learning architecture to support the development and delivery of Group-wide flexible learning solutions, as well as the ongoing identification of key business and technology drivers impacting the Emirates Group learning architecture, such as changes in international standards for content creation and management.
- Consultancy: To provide knowledge leadership in learning technology standards and architectural governance by advising on the strategic, technical and pedagogic implications of educational technology standards and learning objects, e.g. SCORM, content repositories. To disseminate examples of effective practice in relation to emerging technologies to colleagues in L&D.

- The post holder will need to have practical knowledge of web, video and audio technology, and will need to focus on developing their skills in a rapidly developing field of expertise. The post holder will need to liase with a wide range of individuals and will need to be comfortable with networking. The role needs a mix of abilities - creative, technical, professional and organisational. It is important to note that this role does not in any way replace the functions, role or responsibilities of Emirates Group - IT, but is requited to handle the internal technical activities which need to take place in order to enable such Learning Solutions Unit activities as courseware build, repository management, Learning Management System usage and configuration etc. This may also include coding using the accepted online learning tools provided via the Emirates Group network, or as locally installed by Emirates Group - IT for the purposes of meeting the business unit requirements. It would also include definitions of eLearning architecture elements such as which tools should be used for specific projects to obtain the desired results, configuration of those tools, and researching and defining specialised new hardware and software which may be needed to enable the core business functions to be delivered. Emirates Group - IT continue to provide all network technical infrastructure and operating services, and are responsible for core business application build, as well as purchase and installation of hardware and software components. This role is a common function found within organisations which have online learning build and support, and is typically located within the training or HR section responsible for online learning delivery.
Experience and Qualifications:
- A BSc or higher in computing, educational technology or a related discipline, and a minimum of five years experience with web based development and technology or the equivalent combination of knowledge and experience is required.
- Experience in a learning solution environment is highly preferred.
- Deep knowledge and understanding in minimum of two of the following areas is required: XML, Document/content technologies, Presentations and Web technologies, Data and Databases;
- Strong knowledge about relevant industry solutions and developments for technology within the scope of the learning portfolio with demonstrated experience in the application of human computer interface principles and of educational technology and specialised technical standards (e.g. SCORM, ADL, CODRA etc.).
- Exposure in learning content creation or modification on LMS/TMS, web portal or document management system.
- Experience in working in a cross-functional and user-centred team.
- Demonstrated experience leading content development projects to successful completion, from conception through implementation, including architecture, design, coding, testing, debugging, deployment, maintenance, and documentation phases of the project.
- The post holder must be able to respond quickly to new technical challenges with well-conceived solutions that meet the needs of the Learning and Development department.
- Strong organizational skills and flexibility in work style. Demonstrated ability to lead an organization where success is based on the effective delivery of systems and services.
- Excellent oral and written communication skills with the ability to communicate with non-technical people about technical work.
