Job Description

Analyst, shipbuilding, Navy, WAF, tagout, work package~

RESPONSIBILITIES:
The job requires frequent contact with all levels of personnel within the Company, as well as Ship's Force personnel and Supship representatives. An incumbent provides technical expertise and independent decision making in the development and conduct of the work control and tagout plans and documents; applying thought out planning, technical principles, and methods. Responsibilities include: Develops, reviews, and revises as required the execution of Navy Work Authorization Forms (WAFs), NGNN Work Permits, and safety tagout documents and specifications to support efficient work execution. Ensure training/qualification on all work control and tagout processes and ship's systems (i.e. trained on various assigned ship systems) is obtained and maintained. Approves issuance of WAFs, Work Permits, and safety tagouts for the assigned ship systems or other responsible areas. Develops the detailed work permits by reviewing Engineering products (IR's, Work packages, drawings), and production schedules and Work Control Analyst II plans. Directs work control technicians to develop work permits based on these products. Develops the WAFs and safety tagouts based on one or more work permits for an efficient work control and safety tagout execution. Develops moderately complex and integrated tagouts and work strategies (develops WAFs that transfer moderate portions of ship systems from Ship's Force ownership back to NGNN, and master tagouts). The NGNN assigned representative responsible for and has authority to sign for adequacy and accuracy of safety tagouts protecting personnel from injury and equipment from damage. The NGNN assigned representative responsible for and has authority to sign for setting of system and plant conditions (system drained, depressurized, and deenergized) for the company on WAF's protecting personnel from injury and equipment from damage. Determines changes required of WAFs, Work Permits, and safety tagouts to support construction, overhaul, and test evolutions and emergent issues. Responsible to ensure changes are accomplished in a timely manner to support ship schedule requirements. Responsible for technical direction of work control activities performed by work control technicians. Provides expertise in the planning and scheduling of WAFs, Work Permits, and safety tagout to support significant events. Provides on-site resolution of WAFs, Work Permits, and safety tagout related problems and technical issues encountered to prevent delays and ensure the integrity, safe work and testing, and operation of responsible ship's systems. Conduct on-site evaluation (ship checks) of ship's systems to determine the scope and nature of proposed work, and for proper planning. Direct and approve some ship's system operations required for setting appropriate conditions to affect safe work boundaries. Provide technical direction to production trades and test activities to ensure personnel, environment and equipment safety. -Work directly with Work Control Analyst II, Test Engineers, and Operations Supervisors to provide work control and tagout support and actions in support of shipboard area/system work and test schedules and requirements. Shift: 730am to 4pm

REQUIRED EXPERIENCE:
Required to apply well thought out work control principles and methods to analyze and resolve moderately complex work control and tagout problems relating to the development and conduct of the non-nuclear work and test program, acquired through a Bachelor's degree in Engineering (Mechanical, Electrical, Civil, etc.), or the equivalent in specialized education, training and experience gained through relevant US Navy service or shipbuilding experience. A candidate should be familiar with the operation and testing of non-nuclear ship's systems and related systems, interfaces with nuclear systems, etc., acquired through a minimum of 3 years of related shipbuilding or naval training and experience. A candidate must have effective communications and presentation skills.
