Client:

Our client is a large Airline. They are looking for a Technical Quality Manager.   

Responsibilities:

  • Monitoring the compliance with, and adequacy of, procedures required to ensure safe and airworthy aircraft required by ORO.GEN.200(a)(6)and Part M and verifying in maintenance and airworthiness of the aircraft, that the standards required by the Authority and the Company, are being carried out
  • Managing the Part M M.A.712 Quality Systems,
  • Ensuring that the Quality System has an independent, unified structure and is maintained and developed to comply effectively with Part M M.A.712  and also additional company quality requirements as appropriate
  • The timely resolution of all issues and non-conformities raised during annual or unscheduled Authority audits  or other external regulatory agency audits as may be required
  • Ensuring regulatory compliance and safety performance of external contractors is monitored
  • Ensuring immediate Company reaction to Authority assessments and/or directives;
  • Liaison with and ensuring best interests are represented with Authorities, ICAO and any other relevant body relating to continuing airworthiness;
  • performs monitoring all activities on continued compliance of Part M and that contracted maintenance activities are performed in accordance with the contract;
  • leads maintenance quality audits;
  • monitors industry legislation changes, quality and safety trends and risks that may have an impact on technical operations and, if required, develops revisions to quality documentation;
  • co-operates in quality and safety policy and systems development;
  • ensures the relevant quality and flight safety information is promulgated to CAMO staff and maintenance contractors
  • prepares and approves audit program in form of Annual Audits Plan and revises it in accordance with the execution of the audits
  • supervises compliance with and appropriateness of the procedures described in CAME required for assuring the airworthiness of airplanes CAME Revisions approves extension of extendable MPD related items with Head of Technical Services
  • supervises compliance with the personnel authorizations in CAMO
  • issues Non Accident and Incidents Statements and Experience Statements for employed persons
  • makes recommendations to the Head of Technical Services and Accountable manager regarding continuing improvement of maintenance quality system;
  • deputy to the Head of Safety and Compliance regarding maintenance compliance monitoring activities;
  • Processing safety reports related to technical operations and maintenance activities
  • performs safety investigations and issues safety recommendations related to technical operations and maintenance activities
  • manages safety projects and risk mitigation of safety issues (hazards) assigned
  • performs safety training for maintenance personnel
  • Issuing, signing initial and renewed Authorization for Airworthiness Review Staff after satisfactory training, competence assessment and in case of initial issue after acceptance by the NTA-AA on the EASA Form 4

Requirements:

  • High level of technical education (Technical University or Technical Institute) and fluent English language knowledge
  • Thorough knowledge of applicable regulations (Part M, Part 145, EASA-OPS etc. and their amendments)
  • Knowledge of quality and compliance management, auditing practices
  • Knowledge of Safety management principles, hazard identification and risk assessment
  • Knowledge of maintenance methods and practices
  • Minimum 1 year practical experience in the application of aviation safety standards and safe operating practices
  • 3 year Airline experience in CAMO or CAMO quality / safety management
  • Experience with Part 145 quality / safety management is advantage
  • A320 gen fam or type rating is advantage
  • Knowledge of CAA UK methods and practices is advantage
