Reporting to the Head of Safety & Compliance, with direct access to the Accountable Manager, the Quality Manager acts as the focal point and is responsible for the development, administration and maintenance of an effective quality management system. The successful candidate will be the senior manager appointed to fulfil the requirements of Commission Regulation EU No 1321/2014, Part 145 145.A.30(b) and Part M M.A. 712(a).

 

Duties and Responsibilities:

 

  • Manage a quality system to monitor the compliance with, and adequacy of, procedures required to ensure airworthy aircraft.
  • Monitor the collection, recording, analysis, implementation of actions taken, and feedback from the independent audit reports to ensure the organisations compliance.
  • Provide periodic reports on performance of the organisation, in relation to the quality policy and objectives, by holding regular meetings with the Accountable Manager and senior staff involved to check progress on corrective action in relation to findings of non-compliance.
  • Ensure that the Maintenance Management Organisation Manual (MOE/CAME) and all quality related documentation is maintained up to date and in compliance with the latest relevant regulatory requirements and IOSA standards.
  • Issue authorisations to suitably qualified personnel establishing appropriate records of these authorisations.
  • Assessment and monitoring of third party contracted (or sub-contracted if relevant) service providers and suppliers to ensure standards are maintained.
  • Provide advice and support to all staff on quality matters.
  • Ensure initiation and timely follow up of occurrence investigations, making recommendations to management in respect of these.
  • Liaise on matters of safety, though the Safety Review Board and/or Safety Action Group(s), in support of the Accountable Managers safety accountability.
  • Liaison with the Irish Aviation Authority in relation to approvals and organisational issues.

  • Stobart Air Accountable Manager.
  • Head of Safety & Compliance.
  • Stobart Air nominated personnel, responsible managers, and associated staff in all departments of the organisation.
  • National and Foreign Aviation Authorities.
  • Quality Departments of contracted maintenance organisations.
  • Quality Departments of current franchise and other business partners.

 

The Ideal Candidate will meet the following criteria:

 

  • Knowledge of applicable officially recognised standards;
  • Knowledge of auditing techniques - Planning, conducting and reporting;
  • Knowledge of human factors, human performance and limitations;
  • Broad knowledge and experience in the functions of an airlines capabilities, privileges and limitations;
  • Previous experience in quality related roles with knowledge of Part M, Part 145, Part 66 and Part 147;
  • A relevant engineering degree, or Part 66 qualification, with a technical background sufficient to understand the systems that support the organisation;
  • Knowledge of safety risks, CDCCL, EWIS, critical tasks, human performance, personal authorisations and their limitations;
  • Proactive and responsible individual, with the ability to drive initiatives at all levels of the operation;
  • Ability to identify and rectify existing and potential unsafe conditions;
  • Professional and authoritative, with proven ability to maturely assess situations, ensuring thorough investigation involving all relevant parties;
  • Excellent written & verbal communication skills;
  • Experienced in presenting information, written & verbal;
  • Proficient in MS Office suite and comfortable learning new systems.
