To provide to the Air BU Senior Management Team via the Air BU Regional HSE Manager, assurance that the Health, Safety and Environment (HS&E) risks are being adequately implemented within the contracts.
The provision of Technical HS&E advice and support to the Hawk Management Team to enable their interpretation and delivery of legal requirements, proportionate risk management and adequate risk controls to support the operation in continually improving its HS&E performance.
The person in this position must be willing to continually develop their skills through, education and personal development.
Will be required to hold and retain MOD security clearance.
Key outputs/deliverables will be:
Assessment of the HS&E arrangements of the Air contracts to understand their risks, management controls and the effectiveness of these controls and where necessary assist the contract management in meeting their HS&E duties through the development of HS&E risk controls processes and strategies
Undertake and/or support Audits and inspections, reports and corrective actions designed to support the contract(s) in meeting its HS&E responsibilities
Foster a culture of no accident is acceptable and all accidents are preventable practice positive intervention and be clear about Babcock's desired behaviours and expectations, including embedding behavioural safety initiatives.
Provide HS&E advice and support to the Linton on Ouse contracts and the contract management teams to ensure compliance with the company's HS&E arrangements on the site and ensure appropriate local arrangements are developed and implemented to drive HSE understanding and Behaviours within their site operations.
Provide as directed by the RHSE Mgr support to other sites and contracts to enable them to achieve, or successfully maintain,
Support as directed by the RHSE Mgr, existing HS&E external certifications (e.g. ISO 14001, OHSAS 18001) through inspections and pre-audits.
Provision as necessary of bespoke HS&E awareness training to support operations in managing risks
Support the BU operations on other sites as required by the RHSM.
Achieve, through monitoring and analysis of HS&E data to identify trends and occurrences and implementing proactive measures, a reduction in the severity and frequency of accident and incidents and increase near miss reporting.
To review, advise and support the development of HSE arrangements across Air contract sites and operations primarily within the south west region.
Provide expert advice and direction on current and future HS&E legislation, guidance notes and practices to ensure continual improvement in the development of the Company's HS&E Management system, and the reduction of the causes and occurrence of incidents.
Advise operational management on delivering compliance with operational policies and procedures to ensure successful control of HS&E risks
Manage local auditing activities, performance monitoring and analysis and contract feedback and support to help focus on incident cause and reduction
Liaise and co-ordinate with the Air SHE team, and on site MOD QUENSH department as necessary to reduce risk and prevent injury and ill health.
In liaison with the customer(s), develop and implement KPI's for monitoring the delivery of contractual requirements by the Company's and subcontracted staffs, and identifying and implementing corrective actions as necessary
Support and advise on proactive compliance and promoting culture change through the development of effective initiatives and effective communication of HS&E objectives to the operational team
Support and advise the RHSE Mgr and management team by advising on appropriate HS&E objectives and targets
Develop and deliver, as required, bespoke training and awareness to support operational risk control and awareness
Advise Site management on the preparation of plans and budgets for training and awareness requirements for HS&E Management.
Support site management and the RHSE Mgr in maintaining systems and procedures to meet, where present, or achieve certification to external HS&E standards.(e.g. ISO14001, OHSAS 18001)
Assist in the development and implementation of the Linton H, S&E plan and as directed by the RHSM support and advise other sites and operation upon appropriate HS&E management activities.
Ensure arrangements are in place so all accidents and other adverse events are fully investigated, root causes identified and effective remedial measures are implemented to prevent re-occurrence.
Conduct as necessary incident investigations and local inspections and reviews to identify risk, causes and advise on improvement actions
To liaise with enforcing authorities, insurance representatives and solicitors
Ensure HS&E Review meetings are held on a monthly basis, and accurate minutes are documented and published to all concerned
Liaise with the relevant Head of HSE when necessary
Identify and provide suitable instruction and training of all staff in HS&E related matters, as required by legislative and other requirements
To be responsible for ensuring records and documentation for HS&E are maintained, these will include but are not limited to risk assessments, accident data, safety tours and HSE communications and correspondence from bodies outside the site,
To act as custodian of the Hawk HS&E Management system ensuring that such requirements under the policies are brought to management and staffs attention
Produce weekly and monthly HS&E reports
Support relevant contract bid process
Ensure health surveillance systems are in place commensurate with the risk.
Based in the South West area and supporting the operations on sites in the area, primarily (AESAS Yeovilton & Culdrose, LAFT and Base support operations)
Knowledge, Qualification and Experience:
The successful candidate would be expected to have a NEBOSH Diploma or equivalent preferred) - expectation to work towards it
Membership of an appropriate H&S professional. Chartered level is preferred however Grad membership level as a minimum with substantial evidence of progress towards Chartership (e.g. CMIOSH) and an expectation of achievement in the near future.
Ideally NEBOSH National Certificate in Environmental Management or an equivalent other environmental qualification or proven experience in environmental management
Membership of an equivalent environmental professional Body is desirable
Previous experience of conducting H&S&E audits is required; ideally as a lead auditor. (Experience of auditing against certificated mgmt systems (14001, 18001, and 9001) is desirable.
Has a minimum of three years' broad base HS&E adviser experience of working with public or private commercial organisations
Experience of dealing with Regulators (desirable)
Relevant knowledge of Aviation or defence environments is desirable.
Key subject matter expertise in Engineering H&S desirable (PUWER, LOLER, Occupational Hygiene)
Previous experience in facilities management and/or construction sites is highly desirable
Previous experience working in regulated Aviation environments desirable (e.g. EASA & Mil 145, CAA regulation)
