Group Quality and Compliance Manager

Role:

RVL Group is a specialist aviation services company based at East Midlands Airport. It is recruiting a Group Quality and Compliance Manager to oversee and manage quality and compliance within its EASA Airline Operating Certificate, Part M continuing airworthiness and Part 145 maintenance approvals. The position requires the successful candidate to be able to hold the EASA Form 4 Posts on all three approvals.

 Key responsibilities/duties:

  • To act as the Compliance Monitoring Manager for the Flight Operations (EASA Air Operations) and to hold the EASA Form 4 for this post holder role.
  • To act as the Compliance Monitoring and Quality Manager for the Continuing Airworthiness Management Organisation (CAMO) which is regulated under Part M, and to hold the EASA Form 4 for this post holder role.
  • To act as the Compliance and Quality Manager for the aircraft maintenance Part 145 approval and to hold the EASA Form 4 this post holder role.
  • The auditing and management of the compliance monitoring audit/inspection programme to meet the requirements of EASA Air Operations, Part M and Part 145 audit schedules.
  • Control and monitoring of all closure actions to findings and observations raised during internal auditing or by external auditors.
  • Responsibility and management of the Air Operations Manual Part A section 3, Part M Continuing Airworthiness Management Exposition (CAME), and the Part 145 Maintenance Organisations Exposition (MOE).
  • Management of the Part 145 company authorisation system for the engineers and logistics staff.
  • Independent report compilations for safety occurrence reports and incidents.
  • Organise external audits of sub-contractors and their management systems.
  • Maintain and manage the approved supplier listing plus carry out routine audits as required.
  • Act as the focal point for all CAA visits and audits pertaining to all three accreditations.
  • Liaising and working with the company Safety Manager on Internal Occurrence reports and Mandatory Occurrence Reports (MORs).

Reporting to the Accountable Manager / Managing Director, the post holder will ensure the AOC, Part M and Part 145 remain compliant with the EASA regulations.

Qualifications & role requirements:

Essential:

  • Previous relevant experience as a Quality and or Compliance Manager in an airline or maintenance environment.
  • Previously held EASA Form 4 positions in similar roles
  • Lead auditor qualification
  • Excellent knowledge in some or all of EASA regulations applicable to Air Operations, Part M, Part 145 and Part 66*
  • Knowledge of EASA regulations Part 21, Part 147, Part T*
  • Knowledge of Safety Management Systems (SMS)*
  • Good commercial acumen
  • Highly effective verbal and written communications skills
  • Positive and focused attitude to aircraft compliance, safety and efficiency.
  • Competent in Microsoft office, with keyboard skills and familiarity with IT.
  • Fluent in written and spoken English

*Although all these requirements are important, candidates with experience in some but not all areas may be offered suitable training. Preference will be given to those candidates with a strong Part M or Part 145 background.

Desirable:

  • Knowledge of ISO 9001, 9100 and 9110.
  • Part 66 Licenced Engineer
  • Knowledge of aviation IT systems such as OASES, Centrik, AMOS etc
  • Knowledge of risk assessments and performance based auditing
  • Knowledge of other NAA regulations
