You are passionate about the aviation domain and you want to make your contribution by participating in aviation safety and security in particular. You are looking for a position of responsibility rich in challenges.


Reason for existence of the role: 

Ensuring the management of the Belgian Civil Aviation Authority, contributing to the realisation of the strategic objectives of the FPS Mobility and Transport and contributing to the preparation of Belgian policy relating to the aviation sector in the broadest sense.

 

Context of the role:


Internal relations within the FPS

  • Reports to the President of the Management Board of FPS Mobility and Transport

  • Is part of the Management board of the FPS and contributes to carrying out objectives in the administration contract

  • Manages the heads of the differents departments as well as the heads of service of the support services of the Directorate-General by giving particular attention to the coordination of these departments.

  • Works closely with the other Directorate-Generals, contributes thus to carrying out transversal projects and encouraging the exchange of good practices and responsibilising management and coworkers, etc. and is the first guarantor of the ethics and integrity within the Directorate-General.

  • Works closely with the personnel services (P&O, B&CG, TIC), the support services of the Presidency (legal service, communication, etc.), etc.


Internal relations within the Federal Administration


  • Cooperates with other bodies and federal public services on projects in relation to the targets of the Directorate-General.


Relations external to the federal authority


  • Directs the provisions for citizen relations.

  • Ensures consultation and collaboration with the stakeholders in the areas where the Directorate-General has competence

  • Organises the relations and consultation with the Regions in the areas where the Directorate-General has competence

  • Represents the Directorate-General within other public services and organisations at a national and international level

 


Scale:


Manager of a service of around 140 coworkers, including +/- 80 level A agents, and the management of a budget of +/- 10,000,000€. This Directorate-General is made up of 5 different departments.

 

Goals


Permanent goals


  • Within their own Directorate-General, developing a strategic vision for air transport, in concordance with that developed by the FPS and the international and European organisations.

  • Piloting the establishment and execution of an operational and managerial plan specific to their Directorate-General with a view to implementing the administration contract made between the FPS and the Minister responsible.

  • Preparing, implementing, evaluating and ensuring continuous development - in conjunction with the strategic objectives of the Management Board - the services or missions with particular attention to the need for an intermodal approach and in connection with:

    • Safety

    • Security

    • The Environment

    • Competitiveness

    • Intelligent Transport Systems.


  • Guaranteeing efficient management of people, resources and budgets, within the limits of the means available, and by cooperating with the different support services.

  • Piloting, motivating, evaluating and ensuring the development possibilities, for direct and indirect coworkers (by managerial link), in a favorable environment and from the perspective of realising planned targets.

  • Supporting projects for necessary changes internally as well as externally in their Directorate-General.

  • Sponsoring and supporting all the initiatives and measures aimed at the cultural change underway within the FPS.

  • Providing citizens, companies (transport operators, etc.) with a quality service.

  • Being responsible for a strategic contribution to the development and execution of international obligations and reporting on it.

Temporary goals:


  • Contributing effectively and substantially to the execution of the administration contract of the FPS.

  • Playing an active role in the development of the organisation.

  • You will have the opportunity to implement, in collaboration with an external consultant, the actions envisaged following the conclusions of an operational audit.

 

Requirements of the role and specific skills:


Conditions for participation


  • Holding a university or higher education degree of a long type (for example a masters) or holding a level A position.

  • Having experience in management of at least 6 years or useful professional experience of at least 10 years.

    • By management experience, we mean experience in management within a public service or a private sector organisation.

    • By useful professional experience, we mean experience in transport domains and/or air transport in terms of:

      • Large-scale strategic transport project management,

      • or design of a management system (quality, safety, security, etc.),

      • or advice or recommendations,

      • or analysis or evaluation of policies.

Technical skills:


  • Good knowledge of the political, economic and social context in the area of mobility and transport

  • Good knowledge of the political, economic and social context in the area of air transport (national and international)

  • Good understanding of the decision-making process in the Belgian government in the area of air transport.

  • Good understanding of the decision-making process at a European and international level in the area of air transport.

  • Good knowledge of the modern management techniques within large organisations

  • Good understanding of the developments and the national and international issues in the area of air transport

  • Decision-making capacity in a complex environment where organisational and technological transformations are to be led.

  • Capacity to create and reinforce the team spirit by sharing your opinions and ideas and by contributing to the resolution of conflicts between colleagues.
